Requisition No:880233 Agency: Department of Law Enforcement Working Title: GOVERNMENT ANALYST II - 71000582 GENERAL SERVICES / PROCUREMENT & FACILITIES MANAGEMENT POSITION SUMMARY: This is independent work providing management consulting services for a state agency to improve management capabilities and operations procedures related to purchasing. This position assists in all areas of purchasing functions and procedures on a statewide basis utilizing a statewide automated system or Procurement Card . This is work interpreting, developing, implementing, administering, and auditing the purchasing policies and procedures for FDLE within a centralized purchasing office. This includes detailed analysis, developing, planning, researching and compiling information necessary for developing standards and bid specifications on a statewide basis and the improvement of FDLE’s procurement operations. DUTIES & RESPONSIBILITIES: Specific duties include: Serving as the MyFloridaMarketPlace (MFMP) Agency Administrator; Reviewing and approving requisitions through MFMP for compliance with purchasing laws & rules; Utilizing the statewide automated system MyFloridaMarketPlace (MFMP) to issue or approve requisitions for contractual services over $35,000 (Category Two). Requisitions should at a minimum include a Statement of Work, Deliverables, Financial Consequences, and a Cost Analysis or other supporting documentation where applicable; Serving as the department liaison, mediator and consultant for all procurements via the federal 1122 program; Assisting in writing complex technical specifications, performance requirements, and evaluation methodologies used in the formal and informal solicitation processes; administer the posting of formal competitive solicitations, single sources, and other notices; prepare for, facilitate, and attend public meetings, and review responses for acceptability; Serving as the Procurement Officer for assigned solicitations; Representing the Central Procurement Office in the resolution of problems; determine recourse where possible; prepare correspondence to begin the resolution process; seek legal counsel as needed; Compiling information from various sources, prepare and ensure that required reports are submitted as required; Maintaining files for competitive solicitations and other projects as required for auditing purposes; provide auditors with purchasing information as needed; and Representing the central procurement office at various functions, including statewide meetings, and/or tradeshows. KNOWLEDGE, SKILLS & ABILITIES: Knowledge of the principles and practices of government purchasing and contract administration; Knowledge of methods of data collection and analysis; Knowledge of computer systems concepts; Knowledge of internal control concepts; Knowledge of the MyFloridaMarketPlace (MFMP) system; Knowledge of the Purchasing Card system; Knowledge of the FLAIR; Knowledge of the Vendor Information Portal (VIP); Ability to plan, organize and coordinate work activities; and Ability to write scope specifications and solicitation evaluation criteria.
