The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. DYCD is seeking a qualified individual to serve as Deputy Director for Risk Management and Accountability within the Office of Risk Management and Accountability. Under the direction of the Senior Director for Risk Management and Accountability, the Deputy Director will serve as a key strategic partner in the development, implementation and monitoring of relevant data tools, risk management frameworks, accountability systems and compliance initiatives. The Deputy Director will help ensure that agency programs and providers operate with integrity, transparency and efficiency while maintaining full compliance with applicable laws, regulations and performance standards. The Deputy Director will provide support to the Senior Director and Assistant Commissioner of Risk Management and Accountability by performing the following tasks:

• Data Analysis
• Project Management
• Communication and Technical Assistance

Minimum Qualifications

To be appointed to Assignment Level II and above, candidates must have:

• A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
• A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
• Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

NOTE: Probationary Period Appointments to this position are subject to a minimum probationary period of one year.

Preferred Skills

- Candidate should be a self-starter, able to work under pressure and be extremely detailed oriented.

- Experience in data analytics and performance management tools for public sector accountability.

- Proficiency in Microsoft Excel, Power BI, PowerPoint and Word.

- Independent thinking skills are essential along with assessing issues with the goal of developing strategic solutions.

- Ability to interface with all supervisory and frontline staff, including executive leadership, senior management and other respective stakeholders both in and outside government.

- Must have prior supervisory experience.

- Strong knowledge of regulatory frameworks, risk management, and data-driven decision-making.

- Exceptional communication, analytical, and leadership skills.

- Demonstrated ability to navigate complex systems and drive organizational change.

- Familiarity with Citywide oversight bodies such as the Office of the Comptroller, DOI, or Inspector General functions.

- Experience in public policy analysis, program implementation and project management.

- Proven capacity in project management skills, including organizing and strategic planning.

- Ability to take initiative, prioritize duties, problem solving, work independently and within a team environment, meet deadlines, work well under pressure.

- Proven experience in the review, assessment and qualifying of business financials and operations to determine operational effectiveness, profitability, and strategic growth.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
