We are currently seeking a Proposal Manager II for our client, Quanta Government Solutions, LLC (QGS), within the energy infrastructure and government contracting industries.

QGS is seeking an experienced Proposal Manager II to lead the development of complex federal contract proposals, with a focus on opportunities with the Bonneville Power Administration (BPA). Based in Vancouver, Washington, or Portland, Oregon, this role manages proposals from pursuit approval through final submission. The ideal candidate brings strong federal proposal experience, persuasive writing skills, and the ability to lead cross-functional teams through competing deadlines.

Responsibilities

• Lead the planning and execution of multiple concurrent BPA contract proposals, including responses to RFPs, RFQs, and RFIs.
• Analyze solicitation requirements and develop compliance matrices, schedules, and action plans.
• Partner with capture and business development teams to shape proposal strategies, win themes, and competitive positioning.
• Coordinate contributions from Operations, Engineering, Finance, Estimating, Contracts, Legal, Safety, Quality, executive leadership, and external partners.
• Lead proposal kickoff meetings and review cycles, including Pink, Red, Gold, and Executive Reviews.
• Write, edit, integrate, and review proposal content to produce clear, compelling, evaluator-focused responses.
• Ensure proposals meet Bonneville Purchasing Instructions (BPI), agency-specific requirements, and customer evaluation criteria.
• Collaborate with Finance and Estimating to align pricing strategies with technical solutions.
• Mentor junior proposal professionals and improve proposal processes, templates, and content libraries.
• Conduct debriefs, capture lessons learned, and track proposal activity and outcomes.

Qualifications

• 8+ years of experience managing federal government contract proposals in a deadline-driven, cross-functional environment.
• Demonstrated success leading complex federal proposals through final submission.
• Strong knowledge of federal procurement processes, solicitation requirements, FAR, DFARS, and agency-specific acquisition requirements.
• Experience managing multiple proposals with competing priorities and deadlines.
• Strong writing, editing, document management, organizational, and project management skills.
• Ability to lead and influence cross-functional teams, mentor proposal professionals, and resolve proposal risks.

Preferred Qualifications

• Experience supporting Department of Energy (DOE) or other federal agency proposals.
• Experience with capture management, strategic pursuit planning, or proposal readiness activities.
• Familiarity with Adobe InDesign or similar proposal development tools.
• Bachelor's degree in Business, Communications, Engineering, Construction Management, or a related field; equivalent experience will be considered.
• APMP and/or SMPS certification.
