Proposal Manager

MANTECH seeks a motivated, career and customer-oriented Proposal Manager to join our team in Herndon, VA. This is a hybrid position with onsite requirements for proposal management and collaboration at Herndon and surrounding facilities, with occasional support for oral presentation preparations.supporting oral presentations, and collaboration at Herndon and surrounding facilities.

The Proposal Manager plays a pivotal role in driving MANTECH’s growth across the Department of Defense (DoD), Federal Civilian agencies, and the Intelligence Community. This position demands close collaboration with business development, capture, and operations teams to lead the development of high-quality, compliant, and persuasive proposals that align with MANTECH's strategic goals and technical capabilities. The Proposal Manager is not only responsible for managing the mechanical and tactical proposal process but is expected to lead their teams in developing various configurations of strength-based proposals that are compelling to government customers.

This position primarily focuses on proposal management, while providing occasional support for oral presentations to assist capture teams as needed.

Responsibilities Include But Are Not Limited To

• Manage the end-to-end proposal lifecycle—from RFx analysis and compliance matrix development to content creation, reviews, and submission—ensuring adherence to quality standards and established processes.

• Partner with business development, capture, and technical stakeholders to develop persuasive response strategies, win themes, and discriminators that align with company goals and customer requirements.

• Support oral presentation material creation, including scenario development, scriptwriting, and slide creation for live, virtual, and recorded formats.

• Support rehearsal sessions, helping presenters refine their delivery and align messaging with technical solutions.

• Help coordinate orals schedules and deliverables, ensuring cross-functional teams (Tech, Management, Pricing) remain aligned and meet key milestones.Support oral presentation materials development, including scenarios, slides, scriptwriting, and presenter preparation for live, virtual, and recorded formats.

• Maintain the orals schedule and deliverables, ensuring cross-functional teams (Tech, Management, Pricing) remain aligned and meet proposal milestones.

• Drive continuous process improvement by identifying gaps and inefficiencies, sharing best practices, and mentoring team members to enhance overall performance and win probability.

Minimum Qualifications

• Bachelor’s Degree or equivalent professional experience.

• 4+ years total in proposal management, capture, or business development within a federal contracting environment, with familiarity or experience participating in and/or supporting oral presentations.

• Proven success managing the full proposal lifecycle (RFx analysis to submission).

• Familiarity with oral presentation preparation, including assisting with slide creation, script review, or presentation support.

• Ability to translate complex technical information into clear, compelling narratives for government stakeholders.

• Strong leadership capabilities to facilitate cross-functional team alignment, establish an "orals battle rhythm," and manage strict deadlines.

• Exceptional communication, presentation, and interpersonal skills, with the ability to provide actionable feedback to executives and subject matter experts.

• Proficiency in Microsoft Office (Word, PowerPoint, Excel), collaboration tools (SharePoint, Teams, Zoom, Slack), and proposal software (e.g., Visible Thread) with familiarity in AI-driven tools.

• Adaptability to shifting priorities and ability to lead diverse teams in a fluid, high-pressure environment.

Preferred Qualifications

• Experience working for a large, federal systems integrator.

• Experience with cyber, data and AI analytics, mission enterprise and information technology proposals, including technical challenges and scorecard responses.

• Experience with various GWAC and IDIQ task order proposals.

• Experience with the Shipley Process, Shipley Certification(s), APMP best practices, or APMP Certification(s).

• Experience with AI/LLM such as ChatGPT, Google Gemini, CoPilot, etc. to assist in proposal management and development activities.

Physical Requirements

• Must be able to remain in a stationary position 50% of the time.

• When in the office, will need to move about to access file cabinets, office machinery, conference tables, cubicle workstations, etc.

• Frequently communicates with co-workers, management, and customers, which may involve delivering presentations virtually or in-person. Must be able to exchange accurate information in these situations and locations
