Telehealth services shall be provided only from approved CRHE clinical locations.\n\nCompensation\n$26.00 per clinical hour\n\nCompensation is based upon completed billable clinical services in accordance with the executed Independent Contractor Agreement, CRHE policies and procedures, and payer requirements.\n\nSchedule\n\nThis is a variable-hour independent contractor position.\n\nClinical schedules are established collaboratively between CRHE and the contractor based upon:\n\n Contractor availability \n Client demand \n Program assignment \n Organizational priorities \n Referral volume \nEvening and occasional weekend availability may be requested to improve client access to care.\n\nAbout CRHE\n\nThe Center for Research & Health Equity (CRHE) is an integrated behavioral healthcare organization dedicated to expanding equitable access to comprehensive mental health, substance use disorder, and co-occurring disorder treatment. Through culturally responsive care, evidence-based practice, interdisciplinary collaboration, and community partnerships, CRHE seeks to improve behavioral health outcomes while addressing the social and structural factors influencing health and recovery.\n\nCRHE provides outpatient behavioral health services, intensive outpatient programming (IOP), partial hospitalization programming (PHP), psychiatric medication management, integrated care coordination, and recovery-oriented services designed to promote long-term wellness.\n\nPosition Summary\n\nThe Counselor II provides behavioral healthcare services under the clinical supervision of a Clinical Supervisor while demonstrating increasing independence, advanced clinical judgment, and expanded responsibility in the assessment and treatment of adults with mental health disorders, substance use disorders, and co-occurring conditions.\n\nThe Counselor II delivers evidence-based counseling services across outpatient (OP), intensive outpatient (IOP), and partial hospitalization (PHP) programs while participating in clinical assessment, treatment planning, crisis intervention, interdisciplinary collaboration, utilization review, and care coordination. This position is intended for clinicians progressing toward independent professional licensure and assuming greater responsibility for complex clinical presentations while maintaining structured clinical supervision.\n\nRegulatory Classification\n\nThis position is established in accordance with applicable Delaware Division of Substance Abuse and Mental Health (DSAMH) regulations governing licensed substance use disorder treatment facilities.\n\nCRHE hiring standards may exceed minimum DSAMH regulatory requirements based upon organizational needs, payer credentialing standards, and the complexity of services provided.\n\nEssential Functions\n\nThe Counselor II is responsible for providing supervised behavioral healthcare services that promote recovery, resilience, improved psychosocial functioning, and successful progression through the continuum of care.\n\nPrimary responsibilities include, but are not limited to:\nClinical Assessment\n\n Conduct comprehensive biopsychosocial assessments with increasing clinical independence. \n Gather psychiatric, behavioral, substance use, trauma, family, vocational, legal, medical, and psychosocial histories. \n Administer and interpret approved behavioral health screening instruments. \n Participate in diagnostic case formulation with supervising clinicians. \n Conduct suicide, homicide, abuse, neglect, and safety risk assessments using approved organizational tools. \n Participate in ASAM-informed level-of-care recommendations. \n Reassess clients throughout treatment to evaluate clinical progress and ongoing service needs. \n Present complex clinical cases during supervision, interdisciplinary staffing, and case consultation meetings. \n\nTreatment Planning\n\n Develop individualized treatment plans in collaboration with clients and supervising clinicians. \n Establish measurable, recovery-oriented treatment goals and objectives. \n Conduct treatment plan reviews within organizational timeframes. \n Coordinate discharge planning and continuing care services. \n Collaborate with community providers to facilitate continuity of care. \n Participate in utilization review and medical necessity determinations as assigned. \n\nCounseling Services\n\nProvide behavioral healthcare services within the scope of education, supervision, and organizational policy, including:\n\n Individual counseling \n Family counseling \n Couples counseling (when clinically appropriate and supervised) \n Psychoeducational groups \n Process-oriented psychotherapy groups \n Relapse prevention programming \n Recovery-oriented counseling \n Crisis intervention \n Skills-based behavioral health interventions \nUtilize evidence-based interventions appropriate to client presentation, including:\n\n Cognitive Behavioral Therapy (CBT) \n Motivational Interviewing (MI) \n Acceptance and Commitment Therapy (ACT) \n Trauma-Informed Care \n Dialectical Behavior Therapy (DBT)-informed interventions \n Seeking Safety \n Solution-Focused Therapy \n Person-Centered Therapy \n Harm Reduction approaches, when clinically appropriate \n\nIntegrated Behavioral Healthcare\n\nCollaborate effectively with:\n\n Licensed Clinicians \n Counselor I staff \n Qualified Psychiatric Practitioners \n Clinical Supervisors \n Case Management \n Peer Recovery Specialists \n Primary Care Providers \n Hospitals \n Community Behavioral Health Providers \n Referral Partners \nto coordinate comprehensive, person-centered behavioral healthcare.\n\nCrisis Intervention\n\n Assess behavioral health crises under supervision. \n Develop and implement safety plans. \n Coordinate emergency evaluations and referrals when clinically indicated. \n Participate in crisis stabilization planning. \n Complete required documentation related to crisis intervention and critical incidents. \n\nDocumentation Responsibilities\n\nThe Counselor II is responsible for maintaining accurate, timely, and clinically appropriate documentation in accordance with CRHE policies, DSAMH regulations, HIPAA, 42 CFR Part 2, and payer requirements.\n\nDocumentation responsibilities include:\n\n Comprehensive biopsychosocial assessments. \n Progress notes. \n DAP and/or SOAP documentation. \n Individualized treatment plans and reviews. \n Group psychotherapy documentation. \n Crisis intervention documentation. \n Discharge summaries. \n Referral documentation. \n Utilization review documentation. \n Critical incident reports. \n Other clinical documentation required by CRHE or applicable regulatory agencies. \nAll documentation shall be reviewed in accordance with supervisory requirements and completed within established organizational timeframes.\n\nCaseload Expectations\n\nCounselor II contractors are expected to maintain a progressively larger and more clinically complex caseload than Counselor I contractors while continuing to receive structured supervision.\n\nCaseload assignments are determined based upon:\n\n Clinical competency. \n Program assignment. \n Contractor availability. \n Client acuity and complexity. \n Organizational priorities. \n Supervisory recommendations. \nCounselor II contractors are expected to demonstrate increasing independence in clinical decision-making while recognizing situations requiring consultation or supervisory guidance.\n\nQuality Improvement & Compliance\n\nCounselor II contractors are expected to:\n\n Participate in interdisciplinary treatment team meetings. \n Participate in required clinical supervision. \n Support quality improvement initiatives. \n Participate in documentation audits and peer review activities. \n Complete required organizational training. \n Report critical incidents, compliance concerns, and client safety issues in accordance with organizational policy. \n Practice in accordance with professional ethical standards, Delaware law, and CRHE policies and procedures. \n\nMinimum Qualifications\nDSAMH Regulatory Requirements\n\nApplicants shall meet at least one of the following requirements:\n\n Have less than five (5) years of experience working in the substance use disorder treatment field; or \n Be a student enrolled in an approved course of study while completing a practicum or internship; or \n Be actively working toward certification in addictions counseling or co-occurring disorder counseling through the Delaware Certification Board or another nationally recognized credentialing organization. \nIn accordance with DSAMH regulations:\n\n Counselor II contractors shall receive a minimum of one (1) hour of clinical supervision for every twenty (20) hours of direct clinical services provided. \n The Clinical Supervisor shall review all clinical documentation for clinical accuracy and appropriateness. \n Documentation of supervision shall be maintained in accordance with CRHE policy and DSAMH requirements. \n\nPreferred Qualifications\nCRHE Hiring Preferences\n\nCRHE strongly prefers applicants who possess:\n\n Master's degree from an accredited college or university in: \n \n Clinical Mental Health Counseling \n Counseling \n Social Work \n Marriage and Family Therapy \n or another related behavioral health discipline. \n \n Eligibility for provisional professional licensure in Delaware, or willingness to pursue provisional licensure under CRHE clinical supervision. \n Experience working with adults experiencing mental health disorders, substance use disorders, and co-occurring disorders. \n Working knowledge of: \n \n DSM-5-TR. \n American Society of Addiction Medicine (ASAM) Criteria. \n Evidence-based behavioral health interventions. \n \n Experience facilitating therapeutic groups. \n Experience utilizing electronic health record systems. \n Pennsylvania licensure or eligibility is preferred for future organizational expansion. \n\nKnowledge, Skills & Abilities\n\nThe Counselor II shall demonstrate knowledge of:\nClinical Knowledge\n\n Comprehensive behavioral health assessment. \n DSM-5-TR diagnostic concepts. \n Integrated treatment of mental health and substance use
