The Lead Lender Review Specialist is responsible for overseeing lender review activities in support of USDA lending program compliance and oversight initiatives. This position leads loan-level testing, compliance evaluations, workpaper development, findings documentation, and review coordination efforts. The Lead Lender Review Specialist performs detailed analyses of lender underwriting practices, servicing activities, internal controls, and operational processes to assess compliance with applicable program requirements and established review procedures.

The Lead Lender Review Specialist supports the implementation of standardized review methodologies, validates supporting documentation, assists with lender review report preparation, and coordinates review team activities to ensure consistency, accuracy, and defensible review conclusions across all lender reviews.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Lead and coordinate lender review engagements in accordance with established review methodologies and contract requirements.
• Perform detailed loan file testing to evaluate underwriting quality, servicing practices, internal controls, and lender compliance with program requirements.
• Review and validate supporting documentation, loan files, workpapers, and review findings.
• Assess lender operations for compliance with applicable regulations, policies, procedures, and program guidance.
• Develop, maintain, and review workpapers and supporting documentation to substantiate review conclusions.
• Document findings, observations, recommendations, and corrective action requirements.
• Assist in the preparation and review of draft and final lender review reports.
• Coordinate review activities among team members to ensure quality, consistency, and timely completion of deliverables.
• Provide technical guidance and quality assurance oversight for lender review activities.
• Support continuous improvement of review methodologies, processes, and reporting practices.
• Participate in meetings, briefings, and discussions with USDA personnel, lender representatives, and project stakeholders.
• Perform other duties as assigned in support of contract objectives.

Requirements

• Bachelor’s Degree in Accounting from an accredited institution.
• Certified Public Accountant (CPA) in good standing.
• Extensive accounting, forensic accounting, banking, auditing, or financial compliance review experience.
• Minimum of five (5) years of attestation experience.
• Experience evaluating internal controls, financial records, lending operations, and compliance programs.
• Strong knowledge of auditing standards, financial reporting principles, and risk-based review methodologies.
• Ability to analyze complex financial and lending documentation and develop well-supported conclusions.
• Excellent analytical, organizational, written, and verbal communication skills.
• Proficiency in Microsoft Office Suite, including Excel, Word, and PowerPoint.
• Ability to work effectively with government personnel, contractors, and external stakeholders.
• Must be able to obtain and maintain a Public Trust clearance.
• Must be able to work on-site at USDA Headquarters in Washington, DC.
• Limited travel may be required in support of contract activities.
