Job Details Location: 85 Mechanic Street, Suite C2-1, Box A-10, Lebanon, NH, 03766, United States Base Pay: $76,590.8 – $104,483.09 / Year Job Category: Finance Employee Type: Full Time Required Degree: 4 Year Degree Manage Others: Yes Description Oversees and manages the monthly close process, including review and approval of general ledger journal entries, reconciliations, and financial statement preparation, with the goal of publishing internal financial statements by the tenth business day of the month. Conducts a comprehensive review of general ledger account reconciliations on a monthly basis; notifies the Chief Financial and Administrative Officer of any material financial statement adjustments or issues. Leads and manages the annual external audit and tax preparation services, including preparation of Form 990; prepares all auditor-requested schedules in a timely and accurate manner. Analyzes all revenue and expense accounts on a monthly basis and presents findings to agency leadership. Prepares and/or reviews all monthly general ledger journal entries to record financial statement estimates, corrections, and reclassifications. Prepares and oversees external financial reporting to regulatory and funding agencies including NH DHHS, NH Housing & Finance Authority, NEAH, and others as required or scheduled. Leads the development of expense schedules and financial inputs for the agency's annual operating budget under the direction of the Chief Financial and Administrative Officer. Maintains and reconciles agency fixed asset ledger and depreciation schedules on a monthly basis. Tracks and reconciles all replacement, insurance, and tax reserve accounts for residential and rental entities; submits expenditures for reimbursement as warranted. Oversees payroll processing, ensuring compliance with all payroll tax filing requirements and minimizing post-processing corrections. Tracks and evaluates workload volumes of Finance Department staff and makes staffing and workflow adjustments as needed. Provides comprehensive and equitable performance evaluations for all employees in their reporting line. Reviews and approves weekly timesheets to ensure accurate and timely completion within stated deadlines. Oversees and ensures compliance with all grant and contract financial reporting requirements. Quality of Work Ensures accuracy and timeliness of all financial reporting, reconciliations, and submissions. Prepares external financial reports in accordance with applicable regulatory and funder specifications. Monitors and reconciles bank statements monthly to identify unusual transactions, potential fraud, or accounting errors. Maintains and continuously strengthens the agency's internal control framework; reports control deficiencies or violations to the Chief Financial and Administrative Officer. Enforces safe work practices and procedures; encourages staff to identify and report unsafe or unhealthy workplace conditions. Training Outcomes & Development Ensures comprehensive cross-training is maintained across Finance Department staff to support continuity of operations. Participates in all required training as represented in the employee's most recent training and development plan. Assesses professional competencies of supervisees and makes recommendations for their professional growth and development. Accesses and utilizes agency resources on the Intranet including the electronic health record, payroll, timekeeping, benefits, and policies. Stays current on developments in accounting standards, tax regulations, nonprofit financial reporting, and healthcare finance. Communications & Customer Service Provides regular supervision to Finance Department staff, through individual or group supervisory meetings at least bi-weekly. Serves as a primary financial liaison to the Chief Financial and Administrative Officer, agency leadership, external auditors, and regulatory agencies. Monitors the agency's internal control system and promptly informs the Chief Financial and Administrative Officer of any violations or concerns. Represents the agency effectively and professionally in meetings with internal and external participants. Provides courteous, respectful, and prompt service to both internal and external customers at a level that meets or exceeds the standards set forth in Agency Policy #214. Regularly attends all required meetings and participates in a manner that is value-added to the specific meeting objectives. Informs Human Resources of issues or concerns regarding employee performance and/or behavior and provides related documentation within 5 working days of the incident or discussion. Collaborates effectively with Human Resources in support of the hiring and orientation process for Finance Department staff. Initiative and Engagement Identifies existing or potential financial risks, operational inefficiencies, or compliance concerns; problem-solves and communicates solutions to agency leadership. Provides direct support in completion of accounts payable, purchasing, and other finance functions as department needs dictate. Leads or participates in process improvement initiatives to strengthen financial operations, reporting quality, and internal controls. Follows agency policies and procedures and best-practice standards. Professionalism/Leadership Provides strong leadership to Finance Department staff, including role modeling, mentoring, coaching, and professional development support. Promotes a positive, respectful, and collaborative work environment through clear and effective communication. Provides courteous, helpful, timely, and respectful service to those served, both within West Central Behavioral Health and to clients and members of the community at large. Recognizes the importance of privacy and upholds compliance with confidentiality standards for clients, co-workers, and agency-related financial matters. Demonstrates sound professional judgment and the ability to manage sensitive and confidential financial information with discretion. Effectively accomplishes work through others by delegating appropriately, soliciting input, and trusting staff to complete assignments. Other Job Functions Performs other duties as required or assigned. Education Bachelor's degree in Accounting required; Master's degree in Accounting, Finance, or Business Administration preferred. Active Certified Public Accountant (CPA) licensure required. Experience Minimum of 5 years of progressive accounting and finance experience, with at least 2 years in a supervisory or management capacity. Prior experience in nonprofit, healthcare, or behavioral health finance strongly preferred. Demonstrated experience managing audits, preparing Form 990, and working with government and grant funding sources. Required Skills Thorough knowledge of GAAP and nonprofit accounting standards. Strong analytical, problem-solving, and organizational skills. Excellent computer skills; advanced proficiency in Microsoft Excel and accounting software required. Demonstrated ability to supervise, develop, and evaluate staff effectively. Ability to gather, analyze, and interpret complex financial information to support accurate reporting and sound decision-making. Excellent written and verbal communication and interpersonal skills. High level of integrity and ability to handle sensitive and confidential matters with discretion and professionalism. Ability to manage multiple priorities in a fast-paced, dynamic environment. Ability to learn necessary computer and technical skills essential to the position and agency needs. Preferred Skills Experience with Sage Intacct, Microsoft Dynamics GP (Great Plains), or similar nonprofit accounting systems. Familiarity with CCBHC cost reporting, Medicaid billing, and NH DHHS reporting requirements. Prior experience in a community mental health or behavioral health environment. Physical Requirements Ability to access all agency sites. Ability to lift, push, and/or pull 25 lbs.
