Sr Service Manager with Security Clearance

About the Position The International Maintenance Assistance Program (IMAP) Contract supports US Embassies OCONUS with preventative maintenance and repairs across several disciplines, including HVAC. HVAC Senior Service Managers lead the HVAC discipline within IMAP, directly managing Field Service Supervisors and indirectly supervising HVAC Field Technicians. They also act as the Subject Matter Expert (SME) for all technical matters related to HVAC. Responsibilities Responsible for staffing the teams within the technical field, collaborating with the Technical Deputy Program Manager, program recruiter, and Field Service Supervisors to identify, screen, interview, and create staffing plans for filling gaps. Ensure the performance of all technical teams meets the SOW and contract specifications during each visit. Review proposed SOW modifications with the COR for approval. Verify that all contract deliverables meet quality standards. Assist the Technical Deputy Program Manager in developing standards and updating/creating SOWs for all teams within the discipline. Directly manage approximately 1–2 Field Service Supervisors to ensure timely completion, proper team management, and contractual compliance. Coordinate with the Logistics Manager to allocate proper parts/materials for the discipline. Coordinate with each Field Service Manager and Logistics Manager to ensure deployed technicians have required tools, equipment, and PPE. Coordinate with the Scheduling Manager to review government‑provided work plans, aligning manpower, visit durations, and resolve discrepancies with the COR. Communicate regularly with technicians, manufacturer representatives, and facility engineers to understand equipment across US Embassies and Consulates worldwide. Provide SME advice to technicians and Supervisors on repair options for technical issues within the discipline. Create or update standardized maintenance checklists and procedures for all tasks in the field. Oversee implementation and use of OBO’s Global Maintenance Management System (GMMS) for all teams in the discipline. Travel overseas as needed for QA oversight and program review. Conduct regular inspections of field technicians and Supervisors to ensure compliance with each SOW. Identify trends or discrepancies and present recommendations to improve workflow, quality, and safety. Complete inspection reports and documentation supporting findings. Make recommendations for enhanced program operations. Maintain knowledge of applicable safety/building codes to ensure IMAP work compliance. Work with the Technical Deputy Program Manager to review and maintain the database of technician credentials for contract compliance. Work with the Technical Deputy Program Manager and Field Service Supervisors to periodically review IMAP technician performance and develop/enforce performance improvement plans for non‑compliant individuals. Deliverables may include: Timesheet Review and Approval Detailed Service Reports for every completed visit Bills of Materials for every completed visit with correct information Annual Work Plan Performance Evaluations of Field Service Supervisors and Technicians Quality Inspection Reports Standard Operating Procedures Work Instructions Required Qualifications and Experience Extensive experience with Microsoft Office Suite. Excellent oral and written communication skills. Experience managing multiple concurrent workflows and meeting competing deadlines requiring quick turnaround. Physical ability to travel overseas periodically. Must already have or be able to obtain a DoD security clearance. Ability to work on ladders, reach rooftops, climb hard areas, and lift/carry materials and tools > 25 lbs. Familiarity with trade organization requirements (ASHRAE, ISA 111, OSHA, NFPA 70(E), NEMA, etc.) and safety regulations. Senior Service Managers: Level 1 – bachelor’s degree + ≥7 years in HVAC design, renovation, or maintenance, OR associate’s degree + ≥10 years, OR master’s trade license + ≥15 years. Level 2 – additional year of experience on the IMAP Contract in a management role beyond Level 1 qualifications.
