About NRHA Founded in 1940, the Norfolk Redevelopment and Housing Authority (NRHA) provides low-income families in Norfolk, Virginia with safe and well-maintained housing. It also plans and administers large-scale residential redevelopment programs within Norfolk. NRHA is an award-winning public housing authority and is designated by the Department of Housing and Urban Development (HUD) and has been especially effective in obtaining private investment partners to fund new neighborhoods; improving low-income public housing; planning and building mixed-income communities; and offering programs that support residents receiving rental assistance on their path to self-sufficiency. Provides management direction to moderate-scale public housing communities, Directs the planning and execution of operational objectives and strategies for the assigned public housing community. Administers NRHA programs to assure proper management of communities and maintain security of properties. Monitors and assures regulatory compliance and satisfactory performance ratings. Plans, develops, directs, and assists in establishing and implementing community marketing and leasing programs. Assures that rents are collected per policy. Supervises subordinate staff to ensure effective community operations. Counsels and assists residents on property, leasing, maintenance and other issues. Establishes and maintains positive relations with residents. Prepares, controls, and monitors the annual operating and capital fund budgets for the community. Procures services and products for communities. Coordinates and conducts the processing of legal cases. Performs quality assurance and control checks on resident files. Supports and/or coordinates routine and special activities and programs with residents and other internal and external parties. Represents the organization before external parties. Performs administrative detail work. Typically assigned to communities of less than 500 living units.
Essential Functions
Directs the planning and execution of operational objectives and strategies for the assigned public housing community: assesses factors in internal organization and external environment relevant to NRHA community policies and programs; develops community objectives and strategies and tactics to achieve objectives obtains and allocates resources to achieve community objectives; develops or coordinates development of community programs and procedures; evaluates results of community programs and procedures; and directs corrective action as required.
Administers NRHA programs to assure proper management of communities and maintain security of properties: implements, monitors, and assures NRHA community standards are upheld; administers annual living unit inspections program (LUIP) for community; oversees and coordinates maintenance activities to assure clean, safe, and maintained residential units; coordinates inspections to assure completion of unit for occupancy; coordinate all move-ins, move-outs, and transfers; coordinates the provision of authority-based resident services; and administers plans for improperly housed families.
Monitors and assures regulatory compliance and satisfactory performance ratings on Department of Housing and Urban Development (HUD) performance indicators; acts to assure satisfactory evaluations on HUD performance indicators and other measures.
Plans, develops, directs, and assists in establishing and implementing community marketing and leasing programs: confers with property managers, recommends and implements marketing objectives and strategies to achieve objectives; assists in establishing resident profiles that reflect revenue targets; monitors programs, and takes corrective action as needed.
Assures that rents are collected per policy: monitors rent collection; and takes corrective action as needed.
Supervises subordinate staff to ensure effective community operations: performs the full range of supervisory activities, including but not limited to assigning and coordinating work; acting on employee problems; and hiring, promoting, developing, disciplining, and rewarding employees.
Counsels and assists residents on property, leasing, maintenance and other issues as appropriate: discusses and resolves problems with residents; refers residents to public assistance services as needed.
Establishes and maintains positive relations with residents, promoting positive image of NRHA and community management, to include establishing and maintaining community relationships with the community Tenant Management Corporation (TMC).
Prepares, controls, and monitors the annual operating and capital fund budgets for the community; reviews requests for resources; assess deployment of staff and resource needs; submits budget recommendations; implements and monitors final budget to ensure costs fall within allotted budget amounts.
Procures services and products for communities: administers procurement procedures; monitors contractor/provider service; administers and assures satisfactory completion of contracts; and assures proper payment of contractor/provider.
Coordinates and conducts the processing of legal cases against residents; legal actions include but are not limited o actions related to delinquency in payment, evictions, and property damage restitution.
Performs quality assurance and control checks on resident files, including move-ins, move-outs, recertifications, interims; maintenance emergency and non-emergency work orders; contractor inspections.
Supports and/or coordinates routine and special activities and programs with residents and other internal and external sources; may organize and coordinate resident volunteers to participate in property management assistance programs and other NRHA sponsored activities.
Represents the organization before government officials, political agencies, community groups, public housing residents, news media, employees, and others; may present information on NRHA activities, requiring conceptualization, scripting, preparation of displays and support materials, and delivery of presentation; and may receive information on issues affecting NRHA. Serves as member or participant on external commissions, committees, and other groups as appointed to promote interests of Norfolk and NRHA.
Prepares a variety of reports, correspondence, and memoranda.
Performs other related work as required.
Minimum Qualifications Bachelor's degree in Business Administration, Public Administration, or a related field. Six to nine years of progressively responsible property management experience, to include supervisory experience, to include at least two years of supervisory experience. Any equivalent combination of training, education, and experience necessary to obtain the required knowledge, skills, and abilities. Certification as a Public Housing Manager (PHM) is required.
Rent calculation certification or capacity to satisfactorily complete rent calculation training within six months of hire. Knowledge, Skills, and Abilities
Comprehensive knowledge of public housing management concepts, principles, conventions, practices, methods, and techniques.
Comprehensive and current knowledge of federal, state, and local regulation of public housing and treatment of public housing residents.
Comprehensive knowledge of NRHA public housing policies, rules, and regulations.
Considerable knowledge of general management principles, concepts, practices, methods, and techniques.
Considerable knowledge of budget, finance, and procurement procedures used in property management.
Considerable knowledge of problems encountered in the placement and maintenance of low-income individuals and families in public housing.
Comprehensive knowledge of inspection methods and techniques applicable to the conduct of inspection and residential properties to insure their adequacy.
Operational knowledge of personal computer for spreadsheet, word processing, and electronic communications.
Operational knowledge of standard office equipment, including but not limited to multifunctional peripherals (MFPs), fax machines, scanners, and printers.
Skill in performing and coordinating detailed work activities.
Considerable human relations skills, particularly leadership, consulting, negotiating, persuasion, and supervisory skills. The jobholder must have the capacity to deal effectively with a wide variety of individuals, including those who exhibit skepticism or who do not cooperate with the jobholder.
Oral and written communication skill to present and make comprehensible complex information regarding organization operations, of which some information may be highly technical in nature.

While performing the duties of this job, the employee is frequently required to sit, talk, see, or hear. The employee is occasionally required to stand and walk. The employee must occasionally lift and/or move up to 20 pounds.
