This position is being recruited in support of a current proposal opportunity and is contingent upon Quivera Enterprises being awarded the contract.

Wichita Tribal Enterprises (WTE), a Quivera Enterprises subsidiary, is seeking an experienced IT Asset Project Manager – Intermediate to support Indian Affairs (IA) and Office of Information Technology (OIT) programs, projects, and operational initiatives.

The IT Asset Project Manager provides specialized expertise in IT Asset Management (ITAM) while managing assigned IT projects throughout the project lifecycle. This position serves as an intermediate-level Project Manager and coordinates Government, business, technical, security, vendor, and contractor stakeholders to manage scope, schedule, cost, quality, risk, assets, documentation, compliance, and delivery performance.

The position is responsible for supporting the lifecycle management of hardware, software, licenses, and related IT assets, including inventory management, asset traceability, product cataloging, ownership and assignment, location and status tracking, vendor coordination, service-request fulfillment, product authorization, and associated financial and operational processes.

In addition to IT Asset Management expertise, the successful candidate must bring substantive experience in at least one complementary IT delivery discipline: Change & Configuration Management, Business Analysis, or Quality Management .

Working with the Contracting Officer’s Representative (COR), Federal Task Lead, project teams, vendors, and other stakeholders, the IT Asset Project Manager manages resources, risks, dependencies, and customer relationships and supports successful delivery in accordance with task order requirements, federal standards, and Department of the Interior (DOI) and Indian Affairs (IA) policies and procedures.

DUTIES AND RESPONSIBILITIES

IT Asset Management

• Manage and support the lifecycle of hardware, software, licenses, and related IT assets from acquisition and deployment through maintenance, reassignment, retirement, and disposition.
• Maintain full traceability of IT assets, including inventory status, product information, vendor information, asset location, assigned user, ownership, lifecycle status, and other required data.
• Support hardware, software, software license, and property-management activities using approved automated and manual processes.
• Maintain accurate, complete, current, and auditable IT asset records within applicable systems, repositories, catalogs, and databases.
• Oversee IT service-request fulfillment through the IA Service Center ticketing system and other approved processes.
• Coordinate the assessment, approval, and fulfillment of customer requests for software and hardware.
• Support IT asset contract execution, including customer chargebacks, invoicing, reconciliation, and related documentation.
• Coordinate with vendors regarding products, licensing, support, maintenance, renewals, asset information, and other operational requirements.
• Coordinate updates to user groups in Microsoft Intune or other IA systems to support authorized software delivery.
• Maintain product and asset information within applicable Technical Reference Models, product catalogs, repositories, and asset-management systems.
• Coordinate analysis and technical review of proposed hardware and software products.
• Support product-authorization processes, including risk assessment, technical review, monitoring, approval tracking, documentation, and customer communications.
• Monitor hardware and software inventory and identify discrepancies, incomplete records, data-quality issues, and lifecycle risks.
• Support software-license tracking and help identify licensing, utilization, renewal, compliance, and reconciliation requirements.
• Coordinate with Change and Configuration Management teams to maintain alignment between IT asset records, Configuration Items (CIs), and applicable Configuration Management Database (CMDB) information.
• Develop and maintain IT Asset Management reports, dashboards, metrics, workflows, procedures, and supporting documentation.
• Identify opportunities to improve asset-management processes, inventory accuracy, data quality, operational controls, service-request fulfillment, customer service, and lifecycle management.

Project Management

• Manage assigned IT projects throughout the project lifecycle, including initiation, planning, execution, monitoring and control, deployment, transition, and closeout.
• Apply Project Management Institute (PMI) principles, Project Management Body of Knowledge (PMBOK) practices, Agile methodologies, Waterfall methodologies, and hybrid approaches appropriate to project requirements.
• Lead and facilitate Program Increment (PI) Planning activities and associated planning, coordination, and follow-up.
• Develop and maintain project plans, schedules, roadmaps, guides, templates, forms, governance artifacts, decision records, status reports, and other required project documentation.
• Coordinate information collection, review, approval, version control, and maintenance of project records.
• Facilitate Agile ceremonies and maintain project and sprint backlogs in alignment with organizational priorities.
• Coordinate personnel, vendors, technical teams, Government stakeholders, and other resources required to achieve project objectives.
• Establish and track project milestones, dependencies, deliverables, action items, and performance requirements.
• Monitor expenditures, compare actual costs against approved budgets, develop projections, and analyze cost, schedule, and performance requirements.
• Identify, assess, document, track, mitigate, and resolve risks, issues, dependencies, and impediments.
• Develop mitigation and contingency plans and escalate significant risks and issues in a timely manner.
• Collaborate with technical teams, vendors, CORs, Federal Task Leads, and other Government stakeholders to support successful project delivery and contract compliance.
• Maintain project plans, status reports, decision records, test plans, governance artifacts, dashboards, and other required project documentation.
• Conduct stakeholder analysis and develop project communications plans to support project objectives, decision-making, organizational readiness, and stakeholder coordination.
• Monitor project performance and recommend corrective actions when scope, schedule, cost, quality, risk, compliance, or delivery requirements are at risk.

Business Analysis & Functional Integration

• Elicit, analyze, validate, and document business, functional, technical, and system requirements associated with IT Asset Management projects and initiatives.
• Map current-state, interim-state, and future-state business and asset-management processes.
• Develop user stories, use cases, prioritized backlogs, process and system models, acceptance criteria, and test cases.
• Translate asset-management business needs into clear requirements, processes, models, testable outcomes, and actionable deliverables.
• Apply IT Asset Management expertise within an integrated project-management environment.
• Provide substantive functional support in at least one complementary discipline:
  • Change & Configuration Management
  • Business Analysis & Requirements Management
  • Quality Management
• Integrate IT Asset Management requirements with applicable project schedules, configuration-management activities, security requirements, testing, risks, financial processes, and implementation activities.
• Coordinate across Government, business, technical, security, vendor, and contractor teams to support requirements, delivery, risk, quality, change, documentation, and project outcomes.

REQUIRED EXPERIENCE AND QUALIFICATIONS

• Minimum of five (5) years of project management experience.
• Current Project Management Professional (PMP) certification.
• Demonstrated hands-on experience with IT Asset Management involving hardware, software, licensing, inventory, asset records, product catalogs, or related enterprise IT asset processes.
• Experience managing or supporting hardware and software assets throughout the asset lifecycle.
• Experience maintaining asset traceability, inventory information, asset assignments, locations, status, product information, and related records.
• Experience supporting IT service-request fulfillment, hardware and software requests, product reviews, and product-authorization processes.
• Experience eliciting and documenting business and system requirements, mapping current-state and future-state processes, developing user stories and prioritized backlogs, creating process and system models, and developing acceptance criteria and test cases.
• Strong experience with Agile and Waterfall project management methodologies.
• Hands-on experience leading Program Increment (PI) Planning activities.
• In-depth knowledge of IT project management principles and practices, including those established by PMI and PMBOK.
• Demonstrated hands-on experience in at least one complementary IT delivery discipline: Change & Configuration Management, Business Analysis, or Quality Management .
• Experience developing and maintaining project schedules, boards, backlogs, work items, dashboards, and related project artifacts.
• Knowledge of Federal Enterprise Architecture (FEA), Capital Planning and Investment Control (CPIC), System Development Life Cycle (SDLC), IT security management, and risk management.
• Knowledge of federal IT investment laws, regulations, and processes, including the Federal Information Technology Acquisition Reform Act (FITARA), Clinger-Cohen Act of 1996, E-Government Act of 2002, and Federal Information Security Modernization Act (FISMA).
• Experience reviewing and analyzing cost, schedule, and performance requirements for federal IT investments.
• Knowledge of Office of Management and Budget (OMB) reporting requirements and experience aligning internal reporting with applicable external requirements.
• Experience applying consistent IT portfolio management practices that improve data quality, documentation, governance, and decision-making.
• Experience applying human-centered design methods, including journey mapping, affinity mapping, and storyboarding.
• Excellent written and verbal communication, stakeholder management, facilitation, problem-solving, organizational, and leadership skills.
• Ability to coordinate effectively across Government, business, technical, security, vendor, and contractor teams.
• U.S. Citizenship Required.
• Must have the ability to obtain and maintain the Government security clearance and/or suitability determination required for the position.
• Must meet all applicable federal contract requirements.

PREFERRED QUALIFICATIONS

• Experience supporting the U.S. Department of the Interior (DOI) and/or Indian Affairs (IA).
• Experience managing federal IT projects involving hardware assets, software assets, licensing, property management, change, configuration, or release management.
• Experience with IT Service Management (ITSM) ticketing systems, Configuration Management Databases (CMDBs), enterprise asset repositories, product catalogs, Microsoft Intune, or similar enterprise tools.
• Experience supporting software-license management, vendor management, customer chargebacks, invoicing, or asset-related financial processes.
• Experience using Azure DevOps or comparable Government-authorized project management tools.
• Experience spanning multiple complementary areas, including Change & Configuration Management, Business Analysis & Requirements Management, and Quality Management.
• Active Government security clearance.

This position primarily involves work in a professional office or remote work environment. The employee must be able to perform the essential functions of the position with or without reasonable accommodation.
