Education Program Assistant 1

The New York State Education Department's (NYSED) Office of Professions is seeking candidates for an Education Program Assistant 1 position in the Division of Professional Licensing Services (DPLS). Under the direction of an Education Credential Specialist 1, the incumbent of the position will develop expertise in the law, regulation, and policy requirements for 54 plus professions, rotate through all DPLS units as needed to reduce backlogs and provide a resource for difficult questions, and ensure that DPLS units adhere to uniform standards consistent with law, regulation and policy.

Duties of this position include, but are not limited to, the following:

  • Gather, review and evaluate information required for the issuance of professional licenses and professional corporation approvals;
  • Develop and update training materials and train staff to perform required job duties;
  • Assist lower-level staff in responding to questions and determining appropriate pathways for complex corporation and licensing cases;
  • Work with external exam vendors and Information Technology Services to upload accurate exam scores and create eligibility files;
  • Research internal and external resources to resolve complex licensing/Professional Corporation issues;
  • Respond to difficult or complex questions via phone and e-mail;
  • Perform final review of application documentation prior to issuance of licensure/Professional Corporation approval;
  • Provide advice to and otherwise assist supervisors in planning, organizing, scheduling, and coordinating work operations and work procedures;
  • Implement quality-control measures to ensure that licenses are issued in accordance with all laws/regulations;
  • Provide subject matter expertise on licensure issues for other areas of the Department;
  • Set up processes and develop forms for new professions in consultation with key stakeholders; and
  • Analyze processes and coordinate recommendation changes with supervisors on process improvements.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Non-Competitive Minimum Qualifications:

  • Education Trainee 1: Two years of experience performing a variety of activities in support of developing, implementing, regulating, and maintaining programs by developing historical or statistical data and evaluating applications and transcripts. An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
  • Education Trainee 2: Three years of experience performing a variety of activities in support of developing, implementing, regulating, and maintaining programs by developing historical or statistical data and evaluating applications and transcripts. An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
  • Education Program Assistant 1: Four years of experience performing a variety of activities in support of developing, implementing, regulating, and maintaining programs by developing historical or statistical data and evaluating applications and transcripts. An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
  • Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Education Program Assistant 1.
  • Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
  • Section 70.1 Transfer to Education Trainee 1: Candidates must have one year of permanent competitive or 55b/c service in a title salary grade 9 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.
  • Section 70.1 Transfer to Education Trainee 2: Candidates must have one year of permanent competitive or 55b/c service in a title salary grade 11 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.
  • Section 70.1 Transfer to Education Program Assistant 1: Candidates must have one year of permanent competitive or 55b/c service in a title salary grade 12 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.
  • Section 70.4 Transfer to Education Trainee 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to this title if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title salary grade 9 or higher AND have standing on the eligible list for this title.

  • 55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter AND meet the minimum qualifications:

    • Education Program Assistant 1: Four years of experience performing a variety of activities in support of developing, implementing, regulating, and maintaining programs by developing historical or statistical data and evaluating applications and transcripts. An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

    It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.

    Conditions of employment: This will be a contingent permanent, competitive or non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees' negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

    Verification of education and/or work experience will be required at the time of interview for all candidates.

    This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.

    This position may be filled as a traineeship. The starting salaries for this position are outlined below. For current New York State employees, salary is based on the candidate's salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary.

    • $45,494 (Trainee 1- NS equated to SG-11)
    • $50,844 (Trainee 2- NS equated to SG-13)
    • $53,764 (Full Performance level SG-14)

    This position leads to a maximum salary of $68,630 based on annual performance advances and traineeship advances.
