Quality Data Analyst (17242) Posting ID: 17242 Functional Title: Quality Data Analyst Job Title: Data Analyst IV Agency: Health & Human Services Commission Department: Quality Oversight Salary Range: $5,425.33 – $8,866.16 per month Shift: Day (First Day) Telework: Eligible for Telework Location: Austin, TX 78713 (701 W 51st St.) The Texas Health and Human Services Commission (HHSC) Medicaid CHIP Services (MCS) department seeks a highly qualified candidate to fill the position of Quality Data Analyst (Data Analyst IV). This role supports effective quality oversight of Managed Care Organizations (MCOs), hospitals, and other providers, advancing the agency’s transition to a value‑based system that delivers better care, smarter spending, and healthier people and communities. Key responsibilities include translating programmatic questions into analytical frameworks, developing data analysis plans, creating and validating queries, interpreting results, and presenting findings in written and graphic formats. The analyst will conduct secondary analyses on quality and utilization data, review current literature on analytic methods and health care quality improvement, and coordinate analytic projects through HHSC’s data‑use authorization processes. This position also involves substantial writing tasks, including legislative reports and executive leadership presentations. Essential Job Functions: EJF 1 (30%) - Identifies research questions and data sources, develops data analysis plans, and ensures compliance with authorized use of agency data. Communicates project methodologies, timelines, potential risks, and difficulties. EJF 2 (25%) - Creates data queries and extraction methods, cleans and compiles data, validates analytic results, displays findings in tabular and graphical formats, and translates emerging data trends into programmatic recommendations. EJF 3 (20%) - Prepares technical and non‑technical reports, summaries, and presentation materials for diverse audiences, including agency leadership. Analyzes legislation, agency policies, and program procedures for downstream data impacts. EJF 4 (15%) - Reviews current literature on analytic methods and health care quality improvement, conducts analyses using claims, clinical data, and data from other analytic projects. EJF 5 (10%) - Demonstrates commitment to the values of MCS and HHSC, takes initiative on new projects, collaborates across teams, and performs other duties as assigned. Knowledge, Skills and Abilities: Knowledge of: Medicaid and CHIP program operations, managed care structures, or health and human services policy. Scientific research methods, statistical techniques, mathematics, and geographical concepts applied to analytics. Patient‑level health and demographic data (e.g., Census, Vital Records, Medicaid). Data privacy, security, and transmission laws and standards for sensitive health information. Health care quality improvement, performance measurement, and evaluation techniques. Skill in: Translating program and business requirements into analytical questions and reporting solutions. Using database query software such as ACCESS, SQL, or Business Objects. Using Excel or similar spreadsheet software. Programming in Python, SAS, or related languages for data exploration, manipulation, and cleaning. Creating graphical, tabular, and geographic presentations of data. Data visualization tools such as Tableau or Power BI. Delivering verbal and written communications to technical and non‑technical audiences. Ability to: Collaborate across MCS to accomplish objectives. Implement creative solutions with keen attention to detail. Balance team and individual responsibilities. Manage and analyze complex data sets. Plan, organize, and conduct data analytic projects. Develop and interpret statistical charts, maps, and tables. Publish analytic findings and maintain documentation. Communicate findings to technical and non‑technical audiences. Show initiative and independent judgment. Initial Screening Criteria: At least two years of experience in data analysis, research, compilation, and reporting. Graduation from an accredited four‑year college or university with major coursework in data science, analytics, computer science, information systems, mathematics, statistics, economics, public health, or a related field. Experience with Medicaid, CHIP, managed care, or other health and human services program data is strongly preferred. Experience translating business needs into analytical products in collaboration with program or policy staff is also preferred. Experience and education may be substituted for one another. Telework: This position is eligible for a hybrid telework schedule; however, staff are required to work in the Austin state office in accordance with division guidance.
