ABOUT THIS ROLE

St. Michael's is hiring an Acquisition Quality Assurance Specialist to support a Department of Defense (DoD) client at Fort Belvoir, VA. In this client-facing role, you will support acquisition and contract quality assurance activities throughout the contract lifecycle. You will evaluate contractor performance, conduct surveillance and compliance reviews, identify deficiencies and risks, develop corrective action recommendations, and support Government personnel responsible for contract oversight.

The ideal candidate brings experience in federal acquisition, contract surveillance, contractor performance management, or DoD quality assurance and understands how tools such as PWS, PRS, QASP, MSRs, NCRs, and CPARS are used to monitor contract performance. You will work closely with Contracting Officers, Contracting Officer Representatives (CORs), acquisition professionals, contractors, and other Government stakeholders to help ensure contract requirements are met and performance issues are identified and addressed.

WHO YOU ARE

• Bachelor's degree in Quality Assurance, Engineering, Business Administration, Acquisition, Contract Management, or a related field, or an equivalent combination of education and relevant experience.
• Minimum of 5 years of relevant experience in quality assurance, federal acquisition, contract surveillance, contractor performance oversight, or a closely related area.
• Demonstrated knowledge of federal contract quality assurance principles, methods, and tools, including experience with:
• Performance Work Statements (PWS)
• Performance Requirements Summaries (PRS)
• Quality Assurance Surveillance Plans (QASP)
• Monthly Status Reports (MSR)
• Non-Conformance Reports (NCR)
• Contractor Performance Assessment Reporting System (CPARS)
• Experience evaluating contractor performance against established contract requirements and performance standards.
• Strong analytical, problem-solving, documentation, and communication skills.
• Ability to work independently while also contributing effectively as part of an acquisition and contracting team.
• Active TS/SCI clearance.

Preferred qualifications include:

• Defense Contract Management Agency (DCMA) experience.
• Special Operations Forces (SOF) experience.
• Experience supporting Department of Defense acquisition or contracting organizations.
• Familiarity with acquisition and contract administration systems such as: WAWF, JAM, SPM, EDA, CPARS
• Experience supporting or training Contracting Officer Representatives (CORs).

PRIMARY RESPONSIBILITIES

• Develop, implement, and maintain quality assurance and contract surveillance processes that support compliance with contract requirements, Government standards, and applicable regulations.
• Review and evaluate contractor performance against established Performance Work Statements, Quality Assurance Surveillance Plans, performance standards, and other contract requirements.
• Conduct audits, surveillance activities, inspections, and performance reviews to identify compliance issues, deficiencies, and areas for improvement.
• Identify and document non-conformities and performance deficiencies and assist in developing corrective action recommendations.
• Monitor corrective actions and evaluate whether identified deficiencies have been adequately resolved.
• Identify potential performance and quality risks and recommend mitigation strategies.
• Collect, analyze, and interpret contractor performance and quality data to identify trends, recurring issues, and opportunities for improvement.
• Provide findings, recommendations, and performance information to Government leadership, Contracting Officers, CORs, and other stakeholders.
• Support preparation and documentation of contractor performance assessments, including CPARS evaluations.
• Maintain accurate records of quality assurance activities, surveillance results, audits, inspections, corrective actions, monthly status reports, and contractor performance evaluations.
• Assist Government personnel in developing or updating PWS, PRS, QASP, surveillance methodologies, and related contract quality documentation.
• Develop and deliver training or guidance to CORs and other personnel regarding contract surveillance, quality assurance procedures, and contractor performance monitoring.
• Communicate quality and performance information with Government stakeholders and contractors in a clear, professional, and timely manner.
• Promote continuous improvement in contract surveillance, acquisition processes, and contractor performance management.

COMPENSATION:  As required by applicable law, St. Michael's Inc. provides reasonable pay ranges for positions based on labor market conditions in locations where compensation transparency is required. The base pay range for this position is $140,000 to $155,000. Final compensation may vary depending on geographic location, relevant skills, experience, and other job-related factors. This position may also be eligible for a discretionary annual bonus, based on company and individual performance.
