The Manager, Federal Government Relations, supports and advances Walgreens' federal advocacy strategy, with primary responsibility for operating the company's federal PAC and supporting federal political programs and communications. Reporting to the Senior Director, Federal Government Relations, this role combines policy and political judgment with strong program management. The Manager monitors federal developments, prepares clear advocacy materials, coordinates internal and external engagement, and maintains the tools and operating rhythm that enables an effective federal government relations program. Experience working on Capitol Hill, within a federal agency, in a corporate or trade association PAC, or in a government relations function is strongly preferred. The position is based in and enhances Walgreens' Washington, D.C., presence.

In Addition:

• Monitors federal legislative, regulatory, and political developments; identifies emerging issues, deadlines, and engagement opportunities; and provides timely updates to the federal government relations team.

• Maintains accurate trackers, calendars, stakeholder records, and project plans for priority federal initiatives, political programs, and external engagement.

• Prepares issue briefs, policy summaries, meeting materials, legislative background, talking points, and other materials for internal leaders and external engagement.

• Coordinates meetings, events, and follow-up with congressional offices, agencies, coalitions, trade associations, external lobbying firms, and internal business partners.

• Manages day-to-day operations of the PAC, including eligible-employee engagement, solicitation and fundraising activities, contribution-request intake and tracking, records management, reporting support, and program communications.

• Partners across the Government Relations team and other internal and external partners in support of PAC and political-program operations consistent with applicable campaign-finance, lobbying, and corporate policies.

• Supports the development and execution of federal political-program, stakeholder-engagement campaigns, and communications activities that advance Walgreens' advocacy priorities and strengthen policymaker engagement.

• Contributes to effective management of federal government relations vendors, consultants, budgets, and program metric.

• Based in Walgreens' Washington, D.C., office to maintain the in-person presence, relationships, and responsiveness this role requires with federal stakeholders.

Job Responsibilities

• Lobbying & Government Relations Support:

• Monitor legislative activity and provide timely updates to the team on emerging issues and engagement opportunities.

• Maintain internal trackers and timelines for key legislative initiatives, ensuring deadlines, deliverables, and stakeholder inputs are organized and up to date.

• Assist in preparing policy briefs, issue summaries, and background materials for internal stakeholders and external engagement.

• Coordinate logistics for meetings with policymakers, including scheduling, preparing briefing materials, and compiling relevant background information.

• Lobbying & Government Relations Support:

• Monitor legislative activity and provide timely updates to the team on emerging issues and engagement opportunities.

• Maintain internal trackers and timelines for key legislative initiatives, ensuring deadlines, deliverables, and stakeholder inputs are organized and up to date.

• Assist in preparing policy briefs, issue summaries, and background materials for internal stakeholders and external engagement.

• Coordinate logistics for meetings with policymakers, including scheduling, preparing briefing materials, and compiling relevant background information.

• Partner with internal stakeholders to gather input and ensure alignment between advocacy priorities and business objectives.

• Collaborate with cross-functional teams, including state government affairs, to support integrated advocacy efforts.

• Project Coordination & Team Operations:

• Support the development and execution of grassroots advocacy campaigns to engage pharmacists, employees, and key stakeholders.

• Draft and distribute communications (emails, toolkits, alerts) that clearly translate policy priorities into actionable steps for stakeholders.

• Help grow and maintain a network of engaged advocates by tracking participation and identifying opportunities to increase involvement.

• Track and report on grassroots campaign performance, including engagement metrics and outcomes.

• PAC Support:

• Provide administrative and coordination support for PAC activities, including tracking contributions and maintaining accurate records.

• Assist with targeted outreach and communications to support PAC engagement and fundraising efforts, as needed.

Basic Qualifications

• Bachelor's degree and at least 2 years of experience in government relations, trade association and/or a healthcare public policy environment or High School/GED and at least 5 years of experience in government relations, trade association and/or a healthcare public policy environment.

• Experience supporting policy research, legislative tracking and/or advocacy initiatives; including experience on United States Congress (e.g., Capitol Hill offices or committees).

• Knowledge of the legislative process, including how bills move through Congress, committee structure, and key stakeholder roles.

• Experience managing multiple priorities, timelines, and deliverables in a fast-paced environment.

• Experience collaborating with cross-functional internal teams.

• Experience translating complex policy topics into accessible materials for a range of audiences

• Experience managing projects, including maintaining trackers, accurately organizing data/information and/or communicating to stakeholders

• Willing to travel up to 25% of the time for business purposes (within state and out of state)

Preferred Qualifications

• Master's degree in Public Policy, Political Science, Communications, Business, or a related field.

• Prior experience in government relations, advocacy, or public affairs (corporate, trade association, consulting, or government).

• Prior experience operating or supporting the management of a federal PAC, campaign-finance compliance, or political-program operations.

• Experience on Capitol Hill, in a federal agency, in a corporate government relations function, or at a trade association.

• Experience in healthcare, pharmacy, retail, reimbursement, or another regulated industry.

• Experience using legislative-tracking, policy databases, constituent-relations, campaign advocacy management, or CRM systems or tools (a plus).

• Experience supporting political engagement or campaign-adjacent programs (e.g., fundraising events, candidate briefings, political action committee governance).

• Experience supporting legislative tracking, policy research, advocacy, political engagement, stakeholder outreach, or related program operations.

• Working knowledge of Congress and the federal legislative process, including how bills move through Congress, committee structure, and the roles of key stakeholders.

• Demonstrated ability to manage multiple priorities, timelines, data, and deliverables accurately in a fast-paced environment.

• Strong written and verbal communication skills, including the ability to translate complex policy topics into clear materials for varied audiences.

• Experience collaborating effectively with cross-functional internal teams and external partners

• Willing to travel up to 25% of the time for business purposes (within and outside the Washington, D.C., area).

Salary Range: $110000 - $192500 / Salaried
