Job Overview

The Program Manager is responsible for directing, coordinating, and administering contracts and related program activities to ensure work is completed on schedule, meets established quality standards, and supports organizational needs. This role manages contract development and implementation, monitors contractor performance and expenditures, and works closely with stakeholders to identify requirements, resolve issues, and support successful program outcomes.

Job Duties

Direct and participate in the development of Statements of Work and other procurement processes for contracted support.
Plan, organize, prioritize, and manage assigned contracts and related program activities.
Serve as the primary point of contact for contract development and implementation.
Participate in workgroups to identify and define requirements for contract documentation.
Monitor assigned contracts and evaluate contractor performance and service delivery.
Manage funding allocations and project assignment mapping.
Manage work orders and settlement agreements.
Review, analyze, and evaluate contractor service delivery to ensure deliverables and performance standards are met.
Perform quality control functions, including detailed reviews and approval of invoices and expenditures.
Serve as a liaison between internal teams and partner agencies involved in procurement, financial management, and contract administration.
Analyze invoicing data to support projections for future budgetary and program needs.
Provide technical assistance and guidance to contractors, staff, and program offices regarding contract-related matters.
Collaborate with Subject Matter Experts (SMEs) to ensure contracts are comprehensive and meet established requirements.
Communicate contract updates, risks, barriers, and potential execution delays to leadership.
Facilitate group discussions and support the development of project timelines and workflows.

Required Qualifications

7+ years of prior experience functioning in a Program Manager capacity.
4-year college degree or equivalent technical study.
Experience interpreting contract requirements.
Strong attention to detail and experience with numbers, budget analysis, and analysis of service delivery.
Experience developing Quality-of-Service (non-functional) requirements that support business functionality.
Experience creating workflows.
Experience ensuring adherence to procurement requirements and regulations.
Experience managing work orders and settlement agreements.
Experience analyzing invoicing data and utilizing analysis to help project future budgetary and program needs.
Experience directing and participating in the development of Statements of Work and other procurement processes for contracted support.
