This is a budget analyst position responsible for the allocation and overall integrity of the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) operating budget. Work is performed under the supervision of Operations & Mgmt. Consultant Mgr.-SES. This position is responsible for assisting in the formulation of the aggregate FDOH CHD budget and administering/monitoring of the assigned programs, insuring fund availability, accuracy of accounting data and consistency with management objectives. This position has fiscal responsibility for a variety of programs with detailed federal regulations, state local and fee-based funding sources. This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions. This position is designated as a sensitive position and is required to maintain confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) Information Security Policy, Protocols and Procedures.

This position will have access to Report Distribution System (RDS), Health Management System (HMS), My Florida Market Place (MFMP), Financial Information System (FIS), Financial & Information Reporting System (FIRS), Employee Activity Reports (EARs). Maintains controls and performs budgetary operations of the FDOH CHD and financial reports for all assigned Program prior to submission and review with the Chief Financial Officer. Audits financial computerized reports produced by State Accounting Programs for programmatic discrepancies between actual budgeted revenues and expenditures. Assists L4 Budget Managers in the development of their annual budget. Processes budget amendments requests. Reviews monthly FIRS reports and processes corrections requested by L4 Budget managers as needed. Reviews grants, contracts and specials projects against FIRS Budget Module data. Undertakes special revenue, expenditures, and budget analyses for FDOH-CHD overall operating budget and for sub projects relating to FHPBC's Medicaid Cost Based Submission, and Palm Beach County Board of County Commissioners Core Contract. Perform other duties as assigned.

Knowledge of accounting practices, procedures, and programmatic accounting issues. Knowledge of automated accounting systems to establish and maintain financial reports and budgetary information. Ability to understand law, rules, regulations, policies and procedures as they relate to financial operations. Knowledge of and ability to use Microsoft WORD and EXCEL. Knowledge and ability to use FLAIR, RDS, FIS, FIRS, MFMP and HMS.

Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. A valid driver's license is required.
