BUDGET ANALYST

Specific Responsibilities This is a Budget Analyst position responsible for the allocation and overall integrity of the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) operating budget. The position operates under the supervision of Operations & Management Consultant Manager - SES. Assist in formulation and administration of the FDOH CHD budget. Oversee budgetary operations and financial reporting for all assigned programs. Maintain controls and perform budgetary operations of the FDOH CHD and financial reports for all assigned programs prior to submission and review with the CFO. Audit financial reports produced by State Accounting Programs for discrepancies between actual budgeted revenues and expenditures. Assist L4 Budget Managers in the development of their annual budget and process budget amendment requests. Review monthly FIRS reports and process corrections requested by L4 Budget Managers. Review grants, contracts and special projects against FIRS Budget Module data. Undertake special revenue, expenditure, and budget analyses for the overall operating budget and sub-projects such as Medicaid Cost Based Submission and Palm Beach County Board contracts. Perform other duties as assigned. Maintain confidentiality of sensitive information in accordance with the FDOH CHD Information Security Policy and protocols. Knowledge, Skills and Abilities Knowledge of accounting practices, procedures, and programmatic accounting issues. Knowledge of automated accounting systems to establish and maintain financial reports and budgetary information. Ability to understand law, rules, regulations, policies and procedures as they relate to financial operations. Knowledge of and ability to use Microsoft WORD and EXCEL. Knowledge and ability to use FLAIR, RDS, FIS, FIRS, MFMP and HMS. Qualifications Licensure/registration/certification: N/A Other Job-Related Requirements Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.
