General Attorney (Civil Rights), GS-0905-11/12/13 FPL GS-13

Location This position is located in a regional civil rights office in Washington, DC; Denver, CO; Seattle, WA; Atlanta, GA; Kansas City, MO. The office operates under the jurisdiction of Title VI of the Civil Rights Act of 1964, Title IX, Section 504 of the Rehabilitation Act, the Age Discrimination Act of 1975, Title II of the Americans with Disabilities Act, and the Boy Scouts of America Equal Access Act. Minimum Qualifications – GS‑11 Legal Membership: Active member in good standing in the Bar of a U.S. State, Territory, District of Columbia, or Commonwealth of Puerto Rico. Experience: One year of professional legal experience at the level of difficulty and responsibility at the next lower grade level, or equivalent. Specialized Experience – GS‑11 One year of experience in either federal or non‑federal service equivalent to at least a GS‑09 performing two of the following duties: Assisting with legal compliance or enforcement of state or federal laws, regulations, or policies applicable to public entities, including education programs. Conducting legal research and drafting legal documents or portions of legal opinions. Communicating information through written memoranda and oral briefings to staff and supervisors. Education: See Education Requirement section of the announcement. Knowledge, Skills, and Abilities (KSAs): Knowledge of Title VI of the Civil Rights Act of 1964. Understanding of basic research and data‑gathering principles. Ability to identify pertinent information related to issues. Minimum Qualifications – GS‑12 Legal Membership: Active member in good standing in the Bar of a U.S. State, Territory, District of Columbia, or Commonwealth of Puerto Rico. Education: First professional law degree or equivalent training allowed in some states. Experience: Two years of professional legal experience at the level of difficulty and responsibility at the next lower grade level, or equivalent. Specialized Experience – GS‑12 One year of experience in either federal or non‑federal service equivalent to at least a GS‑11 performing two of the following duties: Analyzing legal compliance or enforcement of state or federal laws, regulations, or policies applicable to public entities. Using investigative, analytical, and evaluative techniques to support or lead compliance‑driven casework. Communicating complex legal information clearly and effectively through written memoranda and oral briefings to staff and supervisors. Knowledge, Skills, and Abilities (KSAs): Apply laws and regulations of Title VI of the Civil Rights Act of 1964. Knowledge of investigative, analytical, negotiation, mediation, and resolution techniques. Proficient oral and written communication; analyze and resolve legal problems using civil‑rights legal research. Minimum Qualifications – GS‑13 Education: First professional law degree or equivalent training, as allowed in some states. Legal Membership: Active member in good standing in the Bar of a U.S. State, Territory, District of Columbia, or Commonwealth of Puerto Rico. Specialized Experience – GS‑13 One year of experience in either federal or non‑federal service equivalent to at least a GS‑12 performing two of the following duties: Leading legal compliance or enforcement of state or federal laws, regulations, or policies applicable to public entities. Serving as a technical authority or subject‑matter expert in civil‑rights laws, administrative law, or another complex legal body. Providing legal advice and developing legal strategies, opinions, and guidance on complex civil‑rights or administrative law matters. Knowledge, Skills, and Abilities (KSAs): Review complaints, apply regulations and case law, and determine appropriate remedies, including systemic corrective actions. Research complex legal issues and provide clear legal and policy guidance to support investigations, negotiations, complaint resolutions, and compliance reviews.
