The Program Analyst position improves the quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application of new technologies throughout the Veterans Health Administration (VHA). The position is located within Quality and Patient Safety at the Salem VA Medical Center in Salem, Virginia. Responsibilities Duties include but are not limited to: Contributes to the development of data usability enhancements, guides process improvement activities, and works collaboratively with stakeholders for the better provision of patient care by clinical and business staff. Enhance utilization of Electronic Health Record (EHR) data usability, interoperability, and ability to interface with other information-based systems while meeting regulatory, accreditation, and legislative reporting requirements. Applies statistical, machine learning, visualization, inferencing and other techniques to enable decision support. Adapts clinical software and emerging technologies to optimize the delivery of care through effective education and communication, innovations in process management, and high-quality customer service achieved by working in close partnership with clinical and administrative services. Helps establish effective clinical and administrative systems, optimized through testing, and integrates standardized workflow processes through education and training, enhancing life-long learning. Uses communication, education, and leadership to support comprehension of and adaptation to organizational updates. Provides communication channels to clinical and business teams to support sustainment and optimization efforts, including communication among all stakeholders through each level to facilitate and support change. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/07/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience as described below: GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Qualifying specialized experience includes: independently performing a full range of data analysis, to include collecting, evaluating, and synthesizing of data; applies an end-to-end process to evaluate workflows, identify issues, and develop solutions based on best practice guidelines; experienced knowledge and use of national database architecture and file structure, analytical techniques, and clinical applications development techniques; acquainted with technologies that are likely to benefit healthcare delivery processes to troubleshoot functionality issues and develop solutions; and ensures the success of multidisciplinary teams to lead and manage informatics-related projects. Experience in building and maintaining Power BI dashboards. Knowledge and experience with supporting Quality Management Programs such as Patient Safety, Accreditation, VASQIP, and Performance Improvement.
