Assistant Fire Chief, Operations

Primary Functions
This is a highly responsible and professional work in the management and command of routine and emergency operations of the New Haven Fire Department. Work involves assisting the Fire Chief in the effective operation of the department through control of activities, the determination of departmental procedures, the planning of work priorities, goals, training assignment and supervising of all Department members.
Work also involves responsibility for all firefighting operations of the department, directing firefighting/rescue procedures, homeland security related activities, as well as the conduct of activities to comply with the departmental policies, procedures, and special instructions of the Fire Chief. An incumbent in this classification exercises considerable independence in the performance of duties and receives general supervision from the Fire Chief.
Work is reviewed through discussion, reports and conferences. However, the employee works independently in supervising all technical operations. Supervision is exercised directly through subordinates over all Department personnel. In the absence of all the Fire Chief and the Assistant Fire Chief of Administration, this person assumes all responsibilities of the Fire Chief.

Typical Duties And Responsibilities
- Responds, at all hours, to all alarms of fire as outlined in the operating procedures of the department and may be in sole command at these fires upon arrival at the scene.
- Oversees the general operation of the department in and at all fires, and the safe and proper operation of all apparatus, buildings, and equipment relating to the fire fighting force.
- Plans, directs, inspects, and exercise general supervision over work affecting operations of the entire department.
- Makes recommendation to the Fire Chief relative to the long-term needs for maintaining and improving effective operations.
- Assists with establishing goals, objectives, and priorities for the continued operation of the department.
- Serves as the Fire Chief’s liaison in matters of homeland security.
- Delegates authority and responsibility for the achievement of goals, objectives, and priorities.
- Assists with determining and recommending the equipment necessary to execute the functions of the department.
- Formulates and/or enforces all applicable rules, regulations, codes, and ordinances, work methods and procedures.
- Maintains communication among subordinates.
- Plans for, and assists in, assignments and transfers of all department personnel.
- Informs the Fire Chief of all investigations and/or other issues or areas of concern that might have an effect upon the Fire Department.
- Attends meetings and training sessions to keep abreast of the latest developments in fire fighting methods and operations.
- Acts as a liaison with news media, business and civic organizations, and other organizations as assigned by the Fire Chief.

Education, Qualifications & Experience
Graduation from high school, preferably supplemented by college level courses in fire engineering, fire administration, fire technology and/or business administration/management; Five to ten years experience in firefighting, including a minimum of 1 year permanent appointment at the civil service rank of Deputy Chief, Battalion Chief, Director of Training, or Drillmaster within the New Haven Fire Department.
Knowledge, Experience, Skills & Abilities
- Extensive knowledge of the rules and regulations of the department, and of fire prevention laws and ordinances.
- Extensive knowledge of modern developments in the field of firefighting and related activities.
- Considerable knowledge of modern firefighting methods and equipment, of fire department hydraulics, and of fire prevention methods.
- Some knowledge of the principles of public administration with special reference to departmental personnel and budget administration.
- Ability to direct, effectively and with good judgment, the operations of personnel and equipment under emergency conditions.
- Ability to analyze the effectiveness of the department and correlate its development with changing conditions in the City.
- Ability to express facts and ideas effectively, both orally and in writing.
- Ability to plan, assign, and direct the work of responsible subordinates.
- Ability to establish and maintain effective relationships with City officials and the general public.
- Must be computer literate at a level of proficiency that will enable to the use of computers in carrying out computer-related tasks and functions of this position.
Necessary Special Requirements
- Minimum of 1 year permanent appointment at the civil service rank of Deputy Chief, Battalion Chief, Director of Training, or Drillmaster within the New Haven Fire Department
SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT
This is a "General Fund" non-tested position; Board of Fire Commission appointment.
This position is covered by the Executive Management & Confidential Employee Policy, available to review HERE. Medical benefits remain as afforded to active members of Local 825.
Members of P&F plan at time of becoming Confidential Employees or Executive Management Employees may remain as members of the P&F Plan provided that they remain in a Sworn capacity.
