Cultural and Language Director - Kenaitze Tribal Member Only Department: Culture and Language Program: Culture and Language Reports to: Operations Director Employment: Full-Time Schedule: 40 Hours / 52 Weeks Preference: TERO Preference 2017-01, P.L. 93-638 Job Summary The Cultural and Language Director is responsible for identifying, preserving, and protecting the cultural resources and language of the Kenaitze Indian Tribe. The Director will ensure that traditional knowledge is preserved for the benefit of future generations and will manage the Tribes' cultural programs to protect historic sites, create cultural media, provide cultural site protection measures and support cultural and linguistic revitalization. The Cultural and Language Director oversees traditional customs and ways and provide strength to our Tribe and our people by bringing back the language and culture. Essential Functions Establish, manage, and oversee the policies and procedures within the Language & Culture Department, departmental operations and processes, communications, financial and budgetary administration, grant management, short- and long- term strategic planning, and daily administrative tasks Promotes the unique cultural identity and history of the Tribe, developes and maintains Tribal archives, researches preservation of language, dance and celebrations, and identifies issues related to the documentation, protection and preservation of cultural resources Oversees the historic preservation of language and culture, Native American Graves Protection and Repatriation Act (NAGPRA), Heritage and Traditional Ceremonial Events, drumming and dance programs and archeology Provide support on a national level with all Tribal, federal and state organizations for the repatriation of remains, funerary items and the loan of traditional articles that are maintained by museums Develops inventories of historic and culturally significant properties and will nominate eligible properties to the National Register of Historic places Implement a comprehensive, historic preservation plan covering historic, archeological, and traditional cultural properties on Tribal lands, and advise and assist Federal and State agencies and local governments in carrying out review under Section 106 of the National Historic Preservation Act of 1966 (NHPA) Manages the development and implementation of cultural presentations, workshops and language materials for the Tribal Membership, employees, and public and collaborates with various Tribal entities to provide language and cultural perspective within Tribal wide educational programing Provide outreach programs to nuture the language growth of our tribal youth as well as adult immersion programs to produce functionally fluent speakers in Dena'ina language Develop and implement culturally appropriate programming and assists Repatriation in responsibilities involving our Ancestors Ensures compliance with Tribal, federal, state, and local employment laws and regulations, Tribal policies and TERO ordinance It is the intent of this job description to highlight the essential functions of the position; however, it is not an all-inclusive list. Physical Requirements Stand or Sit (Stationary position) Walk (Move, Traverse) Use hands/fingers to handle or feel (Operate, Activate, Use, Prepare, Inspect, Place, Detect, Position) Climb (stairs/ladders) or balance (Ascend/Descend, Work atop, Traverse) Talk/hear (Communicate, Detect, Converse with, Discern, Convey, Express oneself, Exchange information) See (Detect, Determine, Perceive, Identify, Recognize, Judge, Observe, Inspect, Estimate, Assess) Taste/Smell (Detect, Distinguish, Determine) Hazards and Atmospheric Conditions Exposure to Fumes Exposure to Dust Noise OSHA Categories Category II - Normal routine involves no exposure to blood, body fluid or tissue, but exposure or potential for exposure may occur Equipment and Tools List Equipment used for job: List Tools: Drives KIT or Personal Vehicle: Travel Local In-State Out-Of-State Qualifications Education Master's Degree in Linguistics or Indigenous Education, culturally diverse education or a combination of education and experience in a related field may be substituted for a degree Experience Seven (7) years experience with Dena'ina culture and language Five (5) years of experience supervising Five (5) years experience teaching K-12 students Five (5) years experience liasing with the Alaska Legislature and Congressional Offices Three (3) years experience teaching Dena'ina Science of Reading based course work Three (3) years experience teaching higher education Preferred PhD in Linguistics or Indigenous Education, culturally diverse education preferred Seven (7) years experience with drafting law, regulations, and policy preferred Knowledge and experience working with cultural diversities Fluency in the Dene Language License/Certification Must have a valid Alaska State driver's license and must remain insurable under the Tribe's policy, or obtain within 90 days of hire Special Skills Extensive knowledge of Alaska Native culture, Dena'ina language, archeological resources and developing culturally appropriate programing Knowledge of Section 106 of the National Historic Preservation Act and repatriation of our ancestors Solid working knowledge of budgeting, grants management and strategic planning Knowledge of process improvement and change management techniques Excellent interpersonal, communications, public speaking, and presentation skills Proficiency with Microsoft Suite, or obtain training within 90 days of hire Conducts business in a service-oriented manner that is attentive, pleasant, respectful and kind when dealing with un'ina, visitors, co-workers and others Ability to multi-task, work independently, and meet deadlines This position is a Covered Position subject to all requirements of the Alaska Barrier Crimes Act (ABCA) and to the Indian Child Protection and Family Violence Prevention Act, (ICPA).
