Company: Black & Veatch Corporation (Black & Veatch Family of Companies) Position Summary Black & Veatch is seeking an experienced Project Management Consultant to serve as an Owner’s Representative Program Manager for complex energy and mission‑critical infrastructure programs. The role combines on‑site execution leadership with home‑office project management and controls support. The Program Manager is the client’s primary point of coordination and oversight across engineering, procurement, construction, commissioning, and turnover. The program does not perform EPC, construction, or detailed engineering, but is accountable for integration, controls, and execution assurance on behalf of the Owner. This is a Field Project Manager position that may require being onsite full‑time and may involve relocation to other project sites, requiring frequent travel. Key Responsibilities Serve as the Owner’s representative for program and project execution. Act as the primary client interface for day‑to‑day coordination and issue resolution. Establish priorities and drive alignment across contractors, EPCs, OEMs, and stakeholders. Oversee scope, schedule, cost, risk, quality, and safety performance. Coordinate interfaces across power generation, electrical infrastructure, data center, and interconnection scopes. Support change management, claims avoidance, and commercial risk alignment. Maintain integrated master schedules, cost forecasts, commitments, change logs, risk registers, and mitigation plans. Provide consistent, executive‑level reporting to client and internal leadership. Coordinate integrated testing, commissioning, and turnover activities. Support transition to operations, documentation closeout, and lessons learned. Lead from the home office or on site as the execution lead, supported by home‑office project management and controls resources. Adapt to evolving assignment duration and responsibilities as program phases progress. Build networks, direct work, drive vision and purpose, manage complexity, manage conflict, stay tech savvy, and demonstrate business insight. Preferred Qualifications Bachelor’s degree in Engineering, Construction Management, or related discipline, or equivalent field experience (minimum 15+ years) in construction, commissioning, or execution of complex energy, power, or mission‑critical infrastructure projects. Minimum 12 years of progressive experience managing complex infrastructure or energy projects. Demonstrated experience in Owner’s Representative, Project Management Consulting (PMC), Owner’s Engineer, or similar client‑side execution roles. Work Environment and Physical Demands Typical office and construction environments, extreme weather conditions, high noise level, safety hazards (electric currents, working on scaffolding and high places, exposure to chemicals), and atmospheric conditions (fumes, odors, dusts, mists, gases, poor ventilation). Requires sitting, walking, talking, hearing, reading, writing, keyboarding, driving, filing, reaching, stooping, crouching, bending, standing for extended periods, and lifting or carrying up to 40 pounds.
