SUPERVISORY CONTRACT SPECIALIST

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Help

• Serve as Contracting Officer with unlimited signatory authority to execute both pre award and post award contract actions.
• As needed, serves as Contract Specialist to execute mission requirements as workload necessitates
• Participates in litigation when needed.
• Provide technical direction over procurement and contracting activities in areas of preparation and issuance of sources sought announcements.
• Participates as procurement team member in negotiations of contracts and performs procurement staff surveillance during all phases of the contracts.
• Supervises and directs the maintenance and archiving of the official contract files
• Supervises, plans, and directs personnel management activities to include positions and pay, selection or participation in the selection of subordinate employees.
• Interview candidates for subordinate positions; recommend hiring, promotion, or reassignments.
• As an expert in the procurement and contract management field, advises primary customers and District office personnel in all phases of the acquisition process.
• Serves as a Team member on various District Project Delivery Teams.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Must be able to obtain and maintain $50 million contracting officer warrant within 24 months of entrance on duty.
• A Financial Disclosure OGE 450 is required.
• This is a supervisory position, incumbent may be subject to supervisory probationary period.
• This is a Defense Acquisition Workforce (AWF) position.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for a SUPERVISORY CONTRACT SPECIALIST GS-1102-13:

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

OR

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience : One year of specialized experience which includes: 1) performing pre-award and post-award contracting duties for construction, supply or service contracts; 2) adhering to applicable acquisition regulation while conducting market research, performing price/cost analysis, negotiations, and contract administration; AND 3) developing and/or providing guidance on contracting policies and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
