Associate Director of Comprehensive Services MAOF Head Start/Early Head Start, California Child Care and State Pre-School Programs, Early Head Start Partnerships $119,640 - $122,400 Full Time, Exempt 1 Position

GENERAL PURPOSE

The Associate Director of Comprehensive Services oversees the delivery and quality of health, nutrition, education, family engagement, mental health, and disability servicesf or EHS/HS/CDE programs. The role manages operational systems, supervises key program managers, collaborates with internal and community partners, and ensures services meet all federal, state, local, and agency requirements.

ESSENTIAL FUNCTIONS:

Provide leadership and oversight for health, nutrition, early childhood education, family services, mental health, and disability services. Recruit, train, supervise, coach, and evaluate staff while supporting ongoingprofessional development. Ensure compliance with Head Start Performance Standards, the Head Start Act, CDE requirements, California licensing regulations, LACOE guidance, CACF Prequirements, and agency policies. Oversee program monitoring, analyze findings, identify trends, and implement corrective action and continuous quality improvement plans. Monitor school readiness goals, program outcomes, child and family services, and licensing requirements. Develop and maintain program systems, policies, procedures, training plans, and coordinated service approaches. Prepare required reports, including monthly, quarterly, annual, governing body, and Program Information Report submissions. Develop and maintain partnerships, MOUs, and agreements with schools, public agencies, healthcare providers, and community organizations. Develop and monitor service-area budgets, purchasing, licensing applications, grants,and funding proposals. Support program planning, self-assessment, community assessment, facility expansion, and continuation applications. Perform other related duties as assigned.

MINIMUM QUALIFICATIONS:

Bachelor’s degree in public administration, public health, human services, early childhood education, social work, business, or a related field. At least seven years of management experience in Head Start, Early Head Start, State Preschool, or a related program. Experience in program planning, operations, evaluation, compliance, budgeting, and management information systems. Strong leadership, communication, organizational, problem-solving, and time-management skills. Ability to work independently, maintain confidentiality, and meet deadlines. Valid driver’s license, reliable personal vehicle, and current automobile liability insurance.

PHYSICAL RESPONSIBILITIES

Ability to see and hear sufficiently to perform job duties and use hands and fingers to complete required forms and documentation. Must be able to lift infants and toddlers weighing up to 40 pounds, lift up to 20 pounds overhead, lift up to 40 pounds from waist to shoulder, and occasionally lift, push, or pull up to 50 pounds. The position also requires frequent sitting on the floor, bending, kneeling, and stooping for up to 75% of the workday. These physical requirements represent those necessary to perform the essential functions of the position.
