ANNUAL SALARY: $119,640.00 - $122,400.00

GENERAL SUMMARY

Responsible for overseeing the administration, implementation, and continuous quality improvement of health, nutrition, early childhood education, family and community engagement, mental health, and disability services for EHS/HS/CDE programs. The Associate Director manages operational systems to ensure timely, efficient, and high-quality services for children, pregnant mothers, and families; supervises key program managers; collaborates with internal staff, childcare providers, and community partners; and ensures compliance with Head Start Performance Standards and all applicable local, state, and agency requirements. All duties and responsibilities must be performed in compliance with current LACOE Grantee Information Memorandums, Head Start Program Performance Standards, the Head Start Act, CDE funding terms and conditions, California Child Care Licensing requirements, and applicable MAOF policies and procedures.

LEADERSHIP AND SUPERVISION

Provides leadership and direction for staff assigned to health, nutrition, early childhood education, family services, mental health, and disability services. Recruits, trains, supervises, coaches, and evaluates program staff. Ensures staff receive ongoing professional development and the support needed to strengthen their knowledge, skills, and performance.

PROGRAM CONTINUOUS QUALITY IMPROVEMENT

Manages operational budgets for health, nutrition, early childhood education, mental health, disability services, and parent, family, and community engagement. Oversees compliance with Child and Adult Care Food Program requirements and reporting.Ensures staff conduct monitoring activities across all comprehensive service areas. Compiles and analyzes monitoring data, identifies trends and patterns, and works with the Comprehensive Services team to develop effective and sustainable corrective actions. Oversees ongoing monitoring of school readiness goals, program goals, and child and family outcomes. Develops strategies that support continuous quality improvement and strengthen services to children and families. Ensures compliance with California Child Care Licensing requirements and oversees the completion of all required licensing processes. Conducts quarterly monitoring activities and site visits for assigned service areas. Coordinates ongoing monitoring with the Grantee and develops quality improvement plans as needed to address findings.

SYSTEMS DEVELOPMENT, IMPLEMENTATION, AND EVALUATION

Develops EHS/HS internal structures, systems, policies, and procedures for assigned service areas in collaboration with the Comprehensive Services team, ERSEA, Parent Involvement, Facilities staff, and the Program Director. Ensures coordinated approaches across program components and organizational systems to support timely, consistent, and high-quality services for children, pregnant mothers, and families. Co-leads annual planning sessions, program self-assessments, and community assessments with the Program Director, staff, and governing bodies. Oversees the implementation and evaluation of comprehensive service systems to maintain consistent, high-quality EHS/HS services. Provides strength- and competency-based supervision to service-area managers and coordinators, incorporates reflective practices, and supports staff career development. Develops and oversees the Prenatal-to-Five training plan and ensures training is provided throughout the year. Reviews and analyzes training evaluation data to support ongoing program and staff development. Maintains a professional development system that responds to staff assessments, monitoring results, and coaching needs. Prepares assigned sections of the annual Program Information Report and submits them to the Program Director within established timelines.

RECORDKEEPING AND REPORTING

Prepares monthly, quarterly, semiannual, annual, and special service reports as requested by the Program Director or Grantee. Ensures program records are complete, accurate, and maintained in accordance with applicable LACOE requirements.

PUBLIC RELATIONS AND COMMUNITY PARTNERSHIPS

Establishes and maintains memorandums of understanding with public school districts, institutions of higher education, and community health and social service agencies. Attends interagency, organizational, and planning meetings as assigned. Develops interagency agreements and contracts with local education agencies, IDEA and Section 504 partners, health and nutrition agencies, social service providers, and institutions of higher education. Participates in professional development activities and organized community events. Prepares and delivers formal presentations.

FACILITY DEVELOPMENT, BUDGETS, AND GRANTS

Participates in local, state, and federal collaborations and funding opportunities related to facility renovation, construction, and program expansion. Completes licensing applications, prepares action plans to address licensing findings, and ensures corrective actions are completed within required timelines. Develops and monitors service-area budgets and ensures programs have the fiscal resources needed to provide safe, compliant, and high-quality services. Oversees service-area purchasing to ensure staff have the materials and resources necessary to support program operations. Completes or oversees purchase orders in accordance with MAOF purchasing procedures. Assists the Program Director with the development and management of the EHS/HS program budget and expansion applications. Researches and develops potential local, state, and federal grant opportunities. Assists with the preparation and submission of the EHS/HS continuation funding application.

POSITION-SPECIFIC DUTIES AND RESPONSIBILITIES

Prepares reports for governing bodies regarding compliance with Head Start Performance Standards. Provides reports on program performance, school readiness, child and family outcomes, and fiscal results. Manages the program planning calendar to ensure timely completion of ongoing monitoring, self-assessment, program plans, community assessments, and reporting requirements. Plans and evaluates program components with input from staff, parents, and community partners. Develops, implements, and monitors corrective action plans. Performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Bachelor's degree in public administration, public health, human services, early childhood education, social work, business administration, or a related field. Minimum of (7) seven years of management experience in Head Start, Early Head Start, State Preschool, or a closely related early childhood education program. Experience in program administration, including planning, operations, evaluation, compliance, and management information systems. Strong leadership, interpersonal, organizational, communication, problem-solving, and time-management skills. Ability to work independently, meet deadlines, maintain professional boundaries, and protect confidential information. Strategic thinker with the ability to analyze program needs and develop effective solutions. Must possess a valid California driver's license, reliable personal transportation, and current automobile liability insurance. Advanced working knowledge of Microsoft Office Suite.

PHYSICAL REQUIREMENTS

The physical requirements described are representative of those necessary to perform the essential functions of the position. The employee must be able to perform routine office duties, use a computer and standard office equipment, communicate effectively, travel between program sites, conduct site visits, and attend meetings and community events. The position may require prolonged periods of sitting, standing, and walking, as well as occasional bending, reaching, kneeling, and lifting or moving materials weighing up to 25 pounds. WORK ENVIRONMENT

The employee works in office, childcare center, and community-based settings and may be exposed to varying noise levels, frequent interruptions, and regular interaction with children, families, staff, community partners, and regulatory representatives. The position requires travel between program locations and may require attendance at meetings, trainings, or events outside the employee's primary worksite or regular work schedule.
