Business Analyst (Expert)

State of New York Information Technology Services (ITS) is seeking an Expert Business Analyst to support the Department of Corrections and Community Supervision (DOCCS).

The selected consultant will provide business analysis expertise for the development and support of mission-critical applications that are legislatively mandated and essential to agency operations and public safety. The Business Analyst will work closely with business users and stakeholders to gather requirements, document business processes, create system artifacts, develop testing documentation, support quality assurance activities, and facilitate successful implementation of enterprise applications. The role also includes preparing training materials, supporting user acceptance testing, and providing knowledge transfer to State staff.

The consultant will be responsible for, but not be limited to, the following activities:

• Work with business users and stakeholders to analyze existing workflows, reports, documentation, and system artifacts to gather detailed business and system requirements.
• Conduct requirements gathering sessions and participate in stakeholder meetings.
• Develop and maintain business requirements documents, functional specifications, use cases, user stories, workflow diagrams, process models, screen mock-ups, and other project documentation.
• Analyze reporting requirements and document specifications for statistical and operational reports.
• Develop, maintain, and execute detailed test plans, test cases, and test scripts using HP ALM/Quality Center.
• Perform functional, system, and regression testing using manual and automated testing tools.
• Identify, document, and track application defects through resolution and perform retesting as required.
• Review system documentation to identify missing, incomplete, or ambiguous requirements during testing.
• Ensure complete test coverage by mapping business requirements to test cases.
• Develop and maintain user acceptance testing (UAT) plans, training documentation, and Tier 1 support guides.
• Collaborate with ITS technical teams, business users, and project stakeholders to implement business and technical solutions.
• Participate in project status meetings and prepare weekly status reports.
• Provide knowledge transfer, documentation, and cross-training to State staff throughout the engagement.

Required Skills/Experience/Education:

• 84+ months of experience eliciting and documenting detailed business requirements from customers, stakeholders, or existing system artifacts.
• 84+ months of experience preparing business requirements, user requirements, functional specifications, use cases, process models, workflows, screen mock-ups, report mock-ups, and technical documentation.
• 60+ months of experience developing and maintaining test plans, detailed test cases, executing tests, validating results, and logging/tracking defects.
• 36+ months of experience using HP Quality Center (HP ALM).
• 24+ months of experience designing user interfaces using Balsamiq or equivalent wireframing tools.
