Schedule is Monday-Friday on first shift, with hybrid work opportunities available. PURPOSE OF JOB CLASS (NATURE OF WORK) In a state agency this class is accountable for independently performing a full range of tasks in research design and implementation. Key Responsibilities As an employee of BETP, you will be assigned to work within its Office of Federal and Regional Energy Policy (OFREP) to contribute to BETP’s advocacy and engagement efforts relating to the region’s wholesale energy and transmission policies and practices. You will be tasked with engaging in various forums to address energy affordability and to ensure that infrastructure needed to meet the state’s energy goals (e.g., affordable, reliable, clean) is developed and sited in the most cost-effective ways. This will include participation in the New England Power Pool stakeholder process, ISO-New England market and planning reform efforts, and proceedings of the Federal Energy Regulatory Commission. You may also be asked to engage in state-level proceedings that have a bearing on meeting these state goals. The Research Analyst will also be responsible for working on projects that require coordination with other offices within BETP and with counterparts in other New England states. In all areas, equitable policy and program design and inclusive processes for public input are prioritized. BETP is a collaborative work environment with a team-based approach to most projects. As a Research Analyst, you will contribute to research, writing, and public engagement projects that increase in complexity over time as you develop your skills and experience based on training and feedback from managers. Applicants for this position may also be selected for similar positions within BETP. EXAMPLES OF DUTIES Develops and implements formal research projects and assists in these activities on more comprehensive and complex research assignments; Analyzes, interprets and prepares data in a variety of ways; Prepares narrative and statistical reports; Develops computerized databases and analyzes and interprets computer generated reports; Performs related duties as required. KNOWLEDGE, SKILL AND ABILITY Knowledge of research methods and techniques; Knowledge of statistics; Interpersonal skills; Oral and written communication skills; Analyze data; Develop programs and use prepackaged computer programs to perform data analysis; Understand agency related policies and procedures as they relate to research. MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE Six (6) years of professional experience in research, data analysis or economics. MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. A Master's degree in economics, statistics or a closely related field may be substituted for one (1) additional year of the General Experience. Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience. PREFERRED QUALIFICATIONS Experience with financial or economic modeling, analysis, or power system engineering; Experience conducting research on economic, financial, or energy policy or regulatory issues at the state or federal level; Experience developing technical or policy written work product pertaining to energy, economic, or financial topics; Experience working on two or more projects simultaneously, while adhering to deadlines; Experience working on technical projects with a team; Experience communicating topics orally or in writing to audiences with different levels of knowledge and exposure to these topics.
