Senior Change Management Consultant

The Senior Change Management Consultant plays a pivotal role in guiding organizations through complex change initiatives by applying expert knowledge of change management principles and methodologies. This position involves coaching leaders and teams, developing and implementing comprehensive change strategies, and fostering stakeholder engagement to ensure successful adoption and sustained benefits of change efforts, particularly within multi-stakeholder and enterprise-level environments. Responsibilities:

• Provide consultative advice, guidance, and coaching on change management principles, methodologies, and tools.
• Support leaders and teams in understanding change impacts and managing resistance.
• Act as a visible coach to change champions including leaders, partners, and stakeholders.
• Collaborate with project managers, business analysts, and other specialists to integrate change practices organization-wide.
• Develop and implement change management strategies, plans, and frameworks.
• Lead development and execution of communication plans, sponsor roadmaps, stakeholder assessments, training plans, and resistance management activities.
• Manage stakeholder identification, analysis, and engagement strategies.
• Align change management activities with stakeholders to remove barriers and smooth adoption.
• Communicate the purpose and benefits of change clearly to impacted stakeholders.
• Build consensus among clients and stakeholders on proposed changes.
• Identify and mitigate people-side risks and resistance.
• Design and conduct change readiness assessments and present findings.
• Track adoption, utilization, and proficiency of changes through measurement systems.
• Develop approaches to embed and sustain change, including knowledge transfer and continuous improvement.

• Demonstrated experience leading large-scale, enterprise-level (multi-ministry) change initiatives.
• Expertise in developing and implementing change strategies in multi-stakeholder environments aligned with enterprise IT goals.
• Proven ability to create and execute multi-year change roadmaps.
• Strong facilitation, interpersonal, and communication skills, including executive-level presentations.
• Experience developing comprehensive communication plans and materials such as decks, newsletters, and FAQs.
• Ability to conduct workshops, briefings, and training sessions effectively.
• Knowledge of change management industry standards, best practices, methodologies, and tools.
• Experience with project management fundamentals and lifecycle understanding.
• Strong analytical, decision-making, and conflict management skills.
• Familiarity with governance structures, performance metrics, and executive approval processes.

• Experience supporting digital transformation and enterprise platform onboarding projects.
• Experience identifying and assessing change impacts on business processes and technology solutions.
• Experience leading medium to large transformational change projects.
• Ability to coordinate with communications specialists, training specialists, and HR consultants.
• Experience defining and measuring success metrics and monitoring change progress.
• Ability to influence stakeholders at all organizational levels to achieve common goals.
• Familiarity with Ontario Public Service (OPS) or similar government environments and regulatory compliance contexts.

• Must be available for 5 days onsite as required.
• Experience working within complex multi-organizational governance and executive approval frameworks.

• Standard work schedule with required onsite presence as specified.
