Deputy Program Manager – FBI NNCPProvide operational analytical services in direct support of the FBI field operations by conducting bulk and targeted analytical and data analyses to assist the National Name Check Program (NNCP) Section in processing name check requests received from Federal agencies. Name checks require research of the subject's identifiers, analysis of case information, and preparation of relevant information within reports that are sent back to the requesting agency. Name check products are utilized by Federal agencies prior to bestowing a privilege such as employment, immigration benefit, or access to a secured facility. Federal agencies ultimately use FBI name check information to protect the United States (U.S.) from foreign and domestic threats to national security.Responsibilities The Deputy Project Manager (DPM) shall be the secondary technical and managerial interface between the Contractor, the CO, the COR, and Government management personnel and shall be responsible for overall day-to-day Contract performance that meets the SOW requirements by assisting the Project Manager (PM) with supervising, organizing, directing, and managing Contractor personnel. The DPM will assist the PM to evaluate and develop methods to accomplish functional objectives and provide process and/or system improvement recommendations where warranted. As appropriate, the DPM will assist the PM to be proactive in eliminating day to day workflow WI queue bottlenecks and will expedite WIs by the priorities identified by Government staff. The DPM will assist the PM to facilitate Government and Contractor communications and ensure a high level of performance and service across both Government locations where contracted services are provided and shall develop and provide monthly status reports (MSRs) to the COR and CO. The DPM will assist the PM in the administration of the Contract.Minimum QualificationsMust have professional skills in program management and leadership.Must demonstrate proficiency in utilizing routine computer applications, including but not limited to: Microsoft Office (Word, Excel, PowerPoint, and Internet Explorer), Google Chrome, and services that operate utilizing these software packages.Must have skills in oral presentations and communication of instructions concerning mathematical analysis, and in writing reports or documents that convey the findings/results of mathematical analysis to non-technical audiences.Must have excellent interpersonal skills and the ability to inform and communicate effectively with staff who have various backgrounds and personality types.Must ensure operational coverage for all critical areas to meet the requirements and priorities as identified by NNCP Leadership. Must work collaboratively with the COR and other NNCP IAs to define and execute all reports and other deliverables.Analyst knowledge, skills, and abilitiesProvides research and threat analysis and production support;Develops information and technical support documents, summaries, reports, presentations, and other designated products in support of the customer's information and technical support requirements; and Under certain circumstances, presents briefings to personnel designated by the customer.DPM must be skilled in evaluating and developing methods to accomplish functional objectives.DPM will act in coordination with and assist the PM in the administration of the Contract.DPM will have a bachelor's degree or three (3) or more years of hands-on experience applying knowledge of administrative principles, practices, and techniques and will assist the PM in the administration of the Contract.Personnel must be appropriately skilled to perform routine analytical, administrative, and record-keeping tasks.Analytical tasks are of moderate complexity predominately involving assessment of written documents and application of the A & R rules and policies.It is critical to the support of the contract that all personnel be able to produce written summaries and reports in accordance with all applicable governing legislation, executive orders, and FBI policy in addition to other Government - identified pertinent documents and guidelines.All personnel shall also be capable of utilizing, a variety of records systems and computer applications.
