Program Manager 2

What You Will Do The Maintenance and Site Services Office of Improvement is hiring a Program Manager 2 to lead the Program Development and Action Team within the Office of Improvement. The program manager reports directly to the MSS-OOI Group Leader and works closely with MSS-DO, Facility Operations Directors, Maintenance Managers, and Field Office Representatives. The role is responsible for developing and sustaining a program that performs regular effectiveness evaluations, supports conduct of maintenance assessments, develops corrective action plans, consults on the development of improvement actions, and participates in coordinated updates to P950 and related MSS documents. Key Responsibilities Program Design & Implementation: Build and sustain a program that enables Nuclear and Non‑Nuclear FODs to serve as subject‑matter experts and support the corrective action process without conflict of interest, ensuring compliance with P950, DOE Order 433.1B, DOE Order 430.1B, and related regulations and policies. Program Operational Management: Prioritize and allocate resources; train, coach, and mentor assessment team members on a daily basis. Collaboration & Stakeholder Engagement: Work with leadership, Field Office representatives, the Technical Editing Team, Training, and FODs to align program activities, foster collaborative relationships, and enhance visibility. Data Analysis & Reporting: Develop and maintain tools, systems, and performance indicators that support program evaluation, inform decision‑making, and drive continuous improvement. What You Need Assessment Expertise: In‑depth knowledge of conducting Nuclear and Non‑Nuclear conduct‑of‑maintenance assessments, effectiveness evaluations, program‑specific assessments, and readiness assessments. Must understand policies, procedures, and DOE orders governing conduct of maintenance, and be proficient with standard office software and LANL applications such as Oracle, MicroStrategy, Asset Suite, SAFER, BUILDER, UTrain, EDRMS, and I‑Link or similar systems. Program Development & Technical Writing: Demonstrated ability to design comprehensive programs, integrate cross‑functional interfaces, and manage multi‑phase initiatives. Experience in creating and maintaining extensive documentation—including policies, procedures, training materials, reviews, and corrective action records—in compliance with government regulations and laboratory policies. Stakeholder Engagement & Communication: Proven experience engaging stakeholders at all levels, building and maintaining effective working relationships, and communicating clearly and professionally through written and verbal means. Ability to create and deliver presentations, facilitate discussions, and foster collaboration to achieve organizational objectives. Education / Experience: Bachelor’s degree in a related field and 5 years of directly related experience, or an equivalent combination of education and experience. Desired Qualifications Active DOE Q Clearance. Workforce Development: Experience supporting workforce development initiatives, including knowledge transfer and employee/program growth. Training & Development: Experience designing, developing, and delivering training programs for process rollout, onboarding, and workforce standardization initiatives. Performance Measurement & Reporting: Experience developing, implementing, and managing key performance metrics and success indicators, and translating data into actionable insights. Work Location Onsite in Los Alamos, NM. All work locations are at management discretion. Position Commitment Regular appointment employee; requires a 1‑year continuous service period in the current position to be eligible to apply for posted jobs throughout the Laboratory.
