The Resource Center has been providing services to persons with disabilities in the Chautauqua County area since 1958. From our humble beginnings as a gathering of parents and concerned citizens who wanted to provide educational and training opportunities for persons with developmental and intellectual disabilities, The Resource Center has grown into a comprehensive agency providing services to thousands of persons with all types and levels of disabilities.
The Resource Center is the largest non-governmental employer in Chautauqua County with more than 1,300 employees on its payroll. ADMISSIONS, BENEFITS, AND ENTITLEMENTS COORDINATOR - JOB DESCRIPTION RESPONSIBLE TO: Assistant Director, IDD Business Operations FUNCTION: Serves as Agency's foremost expert in the area of Admissions, Benefits and Entitlements, with primary focus on Residential Individuals, but will provide assistance to other departments upon request. Serves as the Agency liaison with Government agencies that administer entitlement programs to ensure that the individuals we serve receive the appropriate entitlements and that the Agency receives the appropriate reimbursement for all services provided. Ensures compliance with all OPWDD, SSA, DSS, Medicaid and Medicare rules and regulations in regard to benefits. Works in close collaboration with Finance department staff to resolve billing and denial issues. Coordinates all admissions for the Residential sites. REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Demonstrated knowledge of entitlement programs and regulations governing them and residential facilities for the developmentally disabled. Excellent written and verbal communication skills, including a willingness and ability to develop and maintain critical connections to governmental agencies that administer benefits and entitlement programs. Demonstrated knowledge of bookkeeping and accounts receivable processes and protocols. Strong organizational skills and the ability to work under general direction in accordance with agency and departmental policies and procedures. Knowledge of and ability to use computer software such as Excel, Word and related financial software. Ability to use office equipment such as calculator, fax machine, and other equipment necessary to carry out assigned duties. Must be detail-oriented, well-organized and demonstrate the ability to complete assigned duties within required time frames. Physical condition or reasonable accommodation(s) commensurate with the demands of the job. MINIMUM QUALIFICATIONS: Bachelor's Degree and two (2) years relevant experience; OR Associate's Degree and four (4) years of relevant experience, including a minimum of two (2) years experience in admissions, benefits, and/or entitlements. Driver's license and use of personal vehicle for work or equivalent accommodations required. The Resource Center Salary Grade: 18 FLSA Status: Non-Exempt PTO/CAT 3 CFR: 505 Admissions, Benefits, and Entitlements Coordinator - JOB DESCRIPTION APPENDIX OTHER DUTIES SUPERVISORY: Responsible for providing supervision of I/DD Site-Based Admissions and Benefits Team and other assigned staff including but not limited to:
- Maintaining a strong, competent and flexible workforce
- Hiring, firing, discipline, performance evaluation, in-service education and training, and ensuring that there are adequate number of staff to fulfill assigned responsibilities.
- Coordinating staff orientation with the Training Department and ensuring new hires and regular staff receive ongoing trainings. May develop new trainings based upon department need.
- Overseeing all aspects of the workforce including timely completion of new hire paperwork, disciplinary actions and other personnel-related matters.
- Completes pre-screening for Residential individuals to determine potential issues with non-payment for services.
- Prepares Monthly Wage Report.
- Assists families with securing and maintaining all available financial supports by providing information, collecting data and facilitating contact with appropriate agencies.
- Ensures all residential individuals maintain eligibility through recertifications, redeterminations and ongoing compliance with resource and asset limits.
- Helps to facilitate transition of benefits and entitlements for residential individuals who move out of TRC-operated residential facility or into other TRC-operated residential facility.
- Maintain comprehensive and up to date knowledge of benefit and entitlement programs. Provide appropriate training to Site Management and other agency staff as needed. Serve as resource for other agency staff and assist with problematic cases.
- Assists in the establishment and maintenance of Special Needs Trusts, Irrevocable Burials Trusts and applicable Pre-Plan arrangements.
- Assists the Director of IDD Services in developing and maintaining financial policies and procedures in accordance with the established rules and regulations of those overseeing the program and /or providing the entitlements.
- In conjunction with and/or under the direction of the Director or IDD Services, performs Quality Assurance Audits to ensure ongoing compliance with regulations.
- Coordinates all residential admissions, transfers, and discharges, representing the IDD Services Department at all committees devoted to admission matters as designated by administration.
- Ensures that all requirements, as stipulated by governing regulations and agency policy and procedure for individual admission/transfer/discharge are met.
- Maintain intake files for each individual served in a TRC residential setting.
- Attend all OPWDD meetings involving Certified Residential Opportunities (CRO)
- Upon admission, ensures that all individuals apply for and receive appropriate entitlement form Social Security Disability, SSI, VA, Pensions, SNAP, Medicare and Medicaid.
- Ensure completion of signed agreements upon admission and annually with the individuals and/or correspondents.
- Assists in the preparation of statistical data and reports required by the Federal Department of Housing and Urban Development (HUD) and the agency HUD administrator.
Performs all other duties as needed or assigned.
