Administrative Specialist (Application Processing)

Partnering with non‑profit, governmental, and local entities, HCDD strives to strengthen Houston’s neighborhoods, provide true housing choice and execute the Mayor’s vision for One Houston with complete communities throughout. To achieve this vision, HCDD is seeking an Administrative Specialist (Application Processing) to join its team. In this position, you will be responsible for processing applicant files, determining eligibility against program requirements, conducting quality control reviews, updating appropriate system content, and producing final application packages that conform to exacting specifications. Candidates for this position should have a high degree of initiative, exceptional attention to detail, well‑developed critical thinking skills, intermediate‑advanced MS Office, SharePoint, and Adobe Pro skill; and proven analytical abilities. They should also be creative problem solvers who are highly organized and able to meet production requirements in a high‑volume production environment. Key Responsibilities Perform application processing expert duties, develop and maintain understanding of applicant approval processes for single family housing programs and the significance of the work performed. Ensure appropriate review, management, and/or packaging of applicant files and supplemental documentation; update document management system content to drive applicant approval; and identify and resolve discrepancies, errors, and omissions. Ensure applicant files align with applicable program guidelines and federal, state, and local requirements. Adhere to specified naming conventions, document type identification, and file management requirements when performing scanning and/or documentation uploads. Maintain awareness of all changes to applicable program requirements and adopt those changes in the performance of specific work tasks. Prepare and produce content for internal and external reports. Assist in the application underwriting of files in preparation for closing. Perform other duties or special projects as assigned. Problem Solving : Ability to analyze and make independent recommendations regarding solutions to barriers to completion of assigned tasks. Working Conditions There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. There are occasional minor discomforts from exposure to less‑than optimal temperature and air conditions. Minimum Educational Requirements Requires a Bachelor’s degree in Business Administration, Liberal Arts, or a related field. Minimum Experience Requirements Three years of administrative experience is required. Substitution Professional experience may be substituted for the education requirement on a year‑for‑year basis. Minimum License Requirements Application processing and eligibility determination. Meeting production quotas in a high‑volume production environment with the ability to quickly gain a comprehensive knowledge of program and division operations. Applying knowledge of applicable federal, state, and local regulations and program guidelines and communicating information that is technical in nature. Managing multiple tasks and priorities with competing deadlines and adapting to frequently changing production requirements and schedules. Performing at an intermediate‑advanced level in Microsoft Word, Excel, SharePoint, Adobe Pro, SharePoint, OnBase or similar information/document management systems, and with the ability to quickly grasp specialized software programs. Bilingual (English/Spanish). Preference Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1‑6.
