Budget Analyst

Summary This Budget Analyst position is located within the Research Service Line at the VA Providence Health Care System. This position is full-time at 40 hours per week. Responsibilities The individual in this position performs a variety of budgetary and administrative functions in implementing the service's budgetary program, policies, and procedures. They perform extensive budget administration functions in the formulation, execution, and analysis of the budget of the Research Service. Major duties and responsibilities include: Formulates and revises the annual budget estimates for base support research activities and components. Projects anticipated reimbursements, such as for personnel services and contracts, for input into budget projections. Prepares detailed financial statements of research funding and expenditures, producing quarterly and year-end financial reports for research investigators and research administration utilizing specialized VA Research accounting and reporting systems. Monitors, tracks and analyzes obligations and expenditures for base support functions throughout the execution phase of the annual operating budget as well as individual investigator award distributions. Analyzes and recommends transfer of funds between object class and line item accounts under the same appropriation or allotment when funds needed to cover increases in obligation or expenditures fall within established limits. Prepares and reviews for accuracy and adequacy all budgets and VA intramural research grant applications. Prepares monthly budget summaries for personnel salaries, expenses, supplies, and equipment for all VA-funded laboratories engaged in scientific and clinical research and development activities. Coordinates the Integrated Fund Distribution Control Point Activity for Accounting and Procurement (IFCAP) and Financial Management System (FMS) running balances for all research accounts, comparing with budget allocations an adjusting if required. Performs Government Purchase Card procurement from Research accounts, recording and receiving purchases and reconciling bank statements. Prepares, manages and monitors Intergovernmental Personnel Act agreements (IPAs) and other staffing agreements for non-VA employees who are paid from VA grant funds. Provides training and support to research coordinators and investigators on budget management and financial policies Will serve as the Contracting Officer's Technical Representative for research contracts, as needed. Supports other elements of the organization and performs other duties as assigned. GS-09: serves in a developmental capacity. During the developmental assignment, full performance range and level of selected functions will not be completely delegated to the employee until incumbent has demonstrated the knowledge, skills and abilities necessary to accomplish the work at the full performance level. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 7:30am - 4:00pm Telework: This position may be authorized for telework. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment. This position is covered by locality-based comparability pay. This position is subject to review and possible re-classification in accordance with government wide Office of Personnel Management (OPM) standards. Reviews could result in a change to lower grade. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/13/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GRADE DETERMINATIONS: GS-09 : You must qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but is not limited to: Assisting in analyzing, reviewing, and monitoring budgetary and financial data for assigned programs or projects; preparing basic budget estimates or reports for management review; tracking expenditures and identifying variances; and applying quantitative and qualitative methods to evaluate budgetary program effectiveness. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of the first year of graduate level education (Masters/18 semester hours) may be used to qualify applicants for the GS-09 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. GRADE DETERMINATIONS: GS-11 : You must qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing complex, often multi-faceted assignments with significant independence; formulating, executing, and monitoring large or complicated budgets, conducting in-depth financial analyses, and making recommendations to management based on substantive interpretation of regulations and policies. Assignments at this level require greater judgment, initiative, and expertise. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of a master's or equivalent graduate education (beyond 2-years of graduate/Masters level education) may be used to qualify applicants for the GS-11 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The full performance level of this vacancy is GS-11. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-9 to GS-11.
