Position Summary

The Finance Operations Manager is responsible for overseeing day-to-day finance operations, ensuring accurate and timely financial transactions, strong internal controls, efficient processes, and reliable financial reporting. This role partners closely with Departments to improve financial processes and support the organization's overall financial performance.

Key Responsibilities

Manage daily finance operations, including accounts payable, accounts receivable, billing, collections, cash management, and financial transactions.

Oversee month-end and year-end close activities and ensure timely and accurate reporting.

Monitor transaction accuracy, reconciliations, journal entries, and account balances.

Manage relationships with banks, vendors, departments, other external partners as needed.

Support budgeting, forecasting & cash-flow management.

Prepare and review financial and operational reports for management.

Lead, coach, and develop finance operations team members.

Partner with departments to resolve financial issues and improve business processes.

Essential Knowledge, Experience and Ability

Requires a minimum of 5 years' experience in public or private accounting or internal auditing.

Knowledge of and experience in applying the principles, practices and techniques of auditing, accounting and taxation. Knowledge of and the ability to utilize principles and procedures associated with budget development and maintenance as directly related to administrative policies and/or business procedures of the city.

Knowledge of and ability to utilize computers and software applications in the performance of job duties such as internet browsers, search engines, and the Microsoft Office Suite of products (Excel, Word, Access and Outlook) and governmental or other non-profit software applications such as Abila Fund Accounting.

Knowledge of complex Excel functions to improve the efficiency and effectiveness of data processing and financial budgeting, forecasting and reporting activities.

Knowledge of City, State and Federal ordinances, statutes, regulations and reporting requirements to insure accurate and timely compliance with all requirements.

Knowledge of and ability to communicate effectively, both orally and in writing, utilizing the English language, including proper grammar, vocabulary, spelling and punctuation.

Ability to perform accurate mathematical calculations in the performance of job duties.

Good judgment and problem-solving skills.

Ability to communicate effectively, both orally and in writing, in English, and to understand and follow both oral and written instructions.

Ability to maintain the confidentiality of all City documents and transactions.

Ability to accurately prepare and maintain various records, reports, correspondence and other departmental documents.

Ability to plan and organize a personal work schedule, set priorities and meet deadlines.

Ability to establish and maintain effective working relationships with the general public, other employees, supervisors and governmental officials.

Essential Education, Certification and/or Licenses

Bachelor's Degree in Business Administration or related field of study.

Certified Public Accountant and/or Certified Internal Auditor preferred.

Essential Physical Demands and Typical Working Conditions

Work is generally performed indoors in an office setting and requires routine walking, standing, kneeling, bending, crouching, reaching, stooping and climbing. The incumbent will be required to lift and carry office supplies, books, files and other materials. The incumbent is required to frequently sit for extended periods of time, talk, hear and must have the ability to transport themselves to and from various other city offices. Hand-eye coordination is necessary to operate computers and various other pieces of equipment. While performing the duties, the incumbent is required to use hands to finger, handle, feel, or operate objects, equipment or controls and to reach with hand and arms. Work hours may occasionally be required in times of darkness. Vision abilities required include close vision and the ability to adjust focus.

Work may be stressful when meeting deadline requirements, or when dealing with large account operating sums and data.
