Procurement Specialist II

The Position
The Port of Portland is hiring for a Procurement Specialist II.
We are seeking a collaborative professional who would be responsible for developing, soliciting, evaluating, purchasing, and contracting Port-wide goods, trade services and personal services. This role is responsible for moderately complex solicitation methods including Invitation to Bid (ITB), Request for Proposal (RFP), Request for Qualifications (RFQ) and/or other methods as allowed by State Statute and Port contracting rules.
We offer a flexible hybrid schedule that combines work-life balance with team collaboration. You'll be in the office Tuesday through Thursday to engage with colleagues and support our business lines, with the flexibility to work from home on Mondays and Fridays as business needs allow.

*This is a limited-duration role lasting approximately 24 months. The role may be lengthened based on business need.*
Essential Job Duties- Act as primary procurement contact for moderately complex user departments as assigned by Contracts and Procurement Manager.
- Process all departmental requisitions, develop solicitations, manage procurement processes.
- Execute and amend contracts as necessary.
- Issue task orders, contract amendments, and purchase orders for user departments.
- Accurately track work in department work tracking system.
- Provide training and consultation on procurement processes and procedures to user departments as required.
- Participate in team projects as directed by Contracts and Procurement Leadership.
- Report and recommend ongoing suggestions for process and procedure improvements to Contracts and Procurement leadership.
Minimum Qualifications
Education & Experience
- Bachelor's in business administration, supply chain management, or related field.
- Or equivalent combination of relevant experience.
- Two (2+) years of contracts, procurement, material management or related.
Licenses/Certifications (Preferred)
Issuing Body
AAAE ACE - Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO)
Universal Public Purchasing Certification Council
NIGP Certified Procurement Professional (NIGPCPP)
NIGP
Certified Professional in Supply Management (CPSM)
Institute of Supply Management
Demonstrated Skills & Abilities (Intermediate Level)
- Oregon Revised Statutes and Federal (such as FAA, U.S. Army Corp. of Engineers, etc.) regulations pertaining to procurement and contracting.
- Principles, theories, and concepts of procuring materials, services, and construction.
- Minority/Women/Emerging Small/Veteran Owned Business certifications and considerations for Oregon and Washington.
- Familiarity working with disadvantaged Business Enterprises or Small Business Administration programs.
- Principles of drafting language for legal documents: solicitations and contracts.
- Principles of negotiations and contracts. Facilitate processes and build consensus.
- Adaptive communication, internally or externally, to broker differing values, options, and outcomes at various levels.
- Provide a high level of service delivery to the customer while effectively managing multiple customer demands and conflicting priorities.
- Accurate application of and ensuring compliance with all applicable laws, regulations, rules, and policies.
Supplemental and Selection Information
Selection Process (Tentative Schedule):
1. A minimum qualification evaluation of education, training, and experience of submitted application packets will take place by Human Resources the week of September 14th, 2026.
2. A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from your employment application materials.
3. Our goal is to schedule virtual first round of interviews with candidates who successfully passed the SME evaluation by the week of September 18th, 2026. Panel Interviews will be held week of September 24th, 2026.
