Senior Asset Manager
King County Housing Authority (KCHA) is seeking a Senior Asset Manager to support the Asset Management department in Tukwila, WA. This role oversees a portfolio of tax credit and/or bond-financed affordable housing properties, ensuring financial performance, physical maintenance, and compliance with IRS, HUD, lender, and KCHA requirements.
Responsibilities include acting as owner's representative, monitoring third-party property management, reviewing financial statements, preparing reports and forecasts, managing cash flow and debt service, and ensuring regulatory compliance. The position also involves constructability reviews, daily reporting, and maintaining accurate records. Work is performed under the general supervision of the Senior Vice President of Asset Management.

The Senior Asset Manager will:
- Oversee advanced financial monitoring and reporting division wide; review financials; provide directions to staff; prepare and assist with preparation of journal entries; manage cash flow reporting and distribution.
- Perform strategic planning related to cash flow, property improvements, acquisitions, partnership transactions and program initiatives for a variety of multi-family housing programs.
- Manage and direct program budgets; determine strategy for rent growth/increase policies based on market analysis and affordable rent balancing; create budget guidelines for all property related costs; perform short-term and long-term planning throughout budget process.
- Oversee the preparation of financial information; manage the review and critique of partnership audits and tax returns to ensure accuracy and timely submission to investor partners and the Internal Revenue Service (IRS); recommend and complete adjusting journal entries.
- Review and provide comments for documents related to acquisition of new properties and/or development of existing properties under the LIHTC program; coordinate between asset management, development, construction and property management staff for LIHTC certification and relocation of tenants; direct and assist in the preparation of financial documentation necessary for placing tax credit developments in service.
- Recruit and select divisional personnel; assign, direct, train, and inspect the work of staff; evaluate staff performance; develop staff schedules; recommend transfers, promotions, suspensions, terminations, and demotions.
- Provide oversight to property management companies to ensure financial performance, maintenance of safe and sanitary living conditions, and compliance with all legal and regulatory requirements; inspect properties regularly to maintain physical integrity and appearance; make recommendations and approve plans for needed property improvements; respond to and resolve escalated resident complaints as needed.
- Direct and review the preparation and submission of required compliance reporting to appropriate state and federal agencies.
- Ensure compliance requirements and debt service coverage ratios to lenders and trustees are met for taxable and tax-exempt bond financing.
- Explore funding opportunities, rebates or offers long-term cost savings; review physical versus fiscal position of all properties and determines how to leverage long-term impact and cost savings through large-scale projects or funding opportunities; determine special capital projects for long-term savings, using cost-benefit analysis and working with other departments; develop and monitor initiatives until concluded.
- Ensure legal issues are addressed and resolved to mitigate adverse action against the Authority; ensure preparation for adverse weather conditions at all properties and guidelines are followed after serious weather events; address life-safety issues at all properties in portfolio such as play equipment, trip hazards, etc.; ensure property management companies have developed and adhere to plans/procedures related to hazardous materials.
- Complete and/or assign, monitor, and review special projects, reporting, and departmental capital projects; maintain and update the departmental operations manual to ensure our processes are documented, best practices are in-use and material is available to review and educate staff; partner with other agencies and departments to further the Authority's mission and provide housing for disadvantaged groups.
- Develop, manage, and create a variety of monthly, quarterly, and annual reports and disseminate to appropriate internal or external agents as required.
Required Qualifications:
- Bachelor's degree in accounting, business administration, finance or closely related field AND
- Extensive experience in a combination of accounting, business administration, compliance, finance, property management, real estate management, and/or real estate development OR
- An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.

- Understands technical aspects of the position and continuously builds knowledge, keeping up to date on the substantive and procedural aspects of the position including:
- Demonstrated knowledge of applicable local, federal, state regulations, and policies and procedures, with the ability to interpret and apply.
- Practical accounting experience and knowledge of GAAP with ability to apply relevant skills.
- Experience supervising staff including coaching and mentoring to support employees in achieving Authority and individual goals; demonstrated ability to provide strong leadership in a dynamic, highly regulated work environment.
- Proven success in building productive and engaged work teams with a focus on mentoring and nurturing staff development.
- Clearly and effectively communicates both verbally and in writing by actively listening and sharing relevant information.
- Ability to explain complex or technical information regarding rules, rights, regulations, policies, procedures, programs, or services to answer questions, resolve problems, communicate decisions or actions.

- Proficiency with MS Office to include Word, Excel, Outlook, and database software.
- Obtain Fair Housing, Landlord Tenant Law, and Tax Credit Compliance training upon hire.
- Final candidates may be required to complete a driver's and criminal background check in accordance with applicable law.
- Must be able to travel regularly between work sites as required to perform the essential functions of the position and have a reliable means of transportation to meet those travel requirements. A valid driver's license may be required for positions where driving is an essential job function.

Salary & Benefits:
The salary range for this position is $133,795.70 - $160,771.25 annually depending on qualifications and professional experience. The complete salary range for this position is $133,795.70 - $187,565.78 annually. Performance based merit increase opportunities and COLAs are reviewed on an annual basis. Work Environment:
After initial onboarding, this role will have the opportunity to work remotely up to 60% in accordance with the KCHA's flexible work arrangements; however, remote work conditions will be reviewed on a regular basis based on business and program need. The ability to report to the Central Office in Tukwila will be required.
