Job Description BIICS, Incis looking to fill a Business Analyst position. The position is located inTallahassee, Florida and work is on-site . Responsibilities: Research and analyze FDOT business processes andtheir inter relationships, documenting and diagramming business and systemworkflows, process dependencies, and cross functional interactions. Collaborate closely with technical andfunctional teams to develop technical specifications, use cases, businessrules, and other analysis artifacts that accurately translate business needsinto actionable requirements. Plan, prepare, and support testing activities,including regression, functional, data validation, system integration, load, orperformance testing, ensuring readiness and coverage for new and modernizedfunctionality. Gather and document goals and objectives relatedto business strategy, translating them into clear and measurable requirementsfor application, infrastructure, and solution development efforts. Assist in business process redesign anddocumentation to support remediation, modernization, migration, and sunsetactivities across the enterprise environment. Assess technical problems and potential solutionapproaches, providing recommendations that support future state alignment,modernization goals, and integration of new and existing processes. Identify opportunities for process improvement,document current state workflows, perform gap analyses, design future stateprocesses, and develop performance measures that support continuousmodernization and operational efficiency. Prepare business cases and feasibility studiesand participate in work sessions to support remediation, modernization, andmigration planning efforts. Evaluate critical information gathered frommultiple sources, summarize detailed and complex data into clear, executiveready formats, and break down aggregate information into meaningful andactionable insights. Prepare executive ready materials summarizingvalue, risk, alignment, feasibility, and modernization considerations forleadership and review teams. Requirements Bachelor's degree or master's degree in BusinessAdministration, Communication, Information Systems, or related field.Equivalent work experience may substitute for the educational requirement. Minimum 5 years of business process analysis andrequirements documentation, including independent facilitation with executivesand subject matter experts. Proficiency in process mapping and modeling withtools such as Visio. Knowledge of data migration practices, testingand quality assurance tools and techniques, and change and release management. Experience translating business requirementsinto technical specifications. Experience using SharePoint and Microsoft Teamsfor collaboration and document management. Ability to perform detailed business analysis,including research, requirements documentation, business case development, asis/to be analysis, scope definition, and process modeling. Ability to perform system analysis and designusing a variety of modeling methodologies and techniques. Knowledge of the software development lifecycle(SDLC). Excellent technical knowledge and understandingof IT infrastructure and software development practices and techniques. Knowledge of State of Florida IT standards,methodologies, and governance practices relevant to analysis, documentation,and modernization activities. Ability to work effectively with users and aproject team to identify and document requirements for maintenance,enhancement, modernization, remediation, or development of application systems,including technical overviews and context diagrams. Knowledge of quality assurance and controlideologies, techniques, and tools and the ability to apply them. Ability to analyze and accurately defineprocesses and workflows to design efficient information solutions, includingmissing or duplicate functionality. Strong facilitation and stakeholder managementskills across business units, directors, security, and technology teams. Ability to expertly facilitate workshops andmeetings with stakeholders with varying levels of technical knowledge. Ability to produce complete, accurate, andlegible functional documentation capturing business processes, inputs andoutputs, and system interactions. Ability to interpret and communicate technicalinformation related to application development and data processing to technicaland non technical audiences. Skill in developing business cases andsupporting documentation, performing data analysis, and conducting performancemetrics reporting. Advanced skills with Microsoft products,including SharePoint, Teams, Word, Excel, PowerPoint, and Visio. Ability to understand stakeholder needs,document requirements accurately, and perform duties independently whennecessary. Preferred: Knowledge of Rules 60GG-1 through 60GG-5,Florida Administrative Code. Certification such as Certified Scrum Master(CSM), Certified Scrum Owner (CSO), CBAP, PMI-PBA, PMI-ACP, PMP, or ITIL.
