CLASSIFICATION TITLE: PROGRAM SUPERVISOR (NRTC)

REPORTS TO: Deputy Director

PAY GRADE: A20

CIVIL SERVICE STATUS: Unclassified WORK SCHEDULE: 40 hours per week

DISTINGUISHING JOB CHARACTERISTICS

An employee assigned to this classification demonstrates competency in cognitive behavior theories, group facilitation and development/implementation/oversight of CBT groups. The employee serves as a department and Court liaison, assumes direct responsibility and provides leadership to NRTC Probation Officer(s) and Case Manager(s). As Supervisor they will oversee the programming, delivery, and case planning of the treatment services at NRTC and ensure compliance with licensing agencies.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Helps develop and monitor treatment and medical services plans for all youth. Participates in the planning, development and coordination of the treatment program and youth activities. Attends and helps facilitate treatment team meetings to monitor youth progress and adherence to standards of treatment services. Communicates with residents exhibiting behavioral problems, interpersonal conflicts, and non-compliance with rules; and redirects behaviors, de-escalate situations, and describes possible consequences. Maintains a therapeutic milieu. May conduct home visits, transport youth to medical appointment, court hearings, school meetings or other related appointments as necessary. Possess organizational skills in conducting evaluation of programming. Able to perform basic data collection procedures that enable validation of programs in relation to outcomes, as well as the measurement of effect upon participants. Ability to make recommendations to NRTC administration. Supervises and provides coaching and developmental opportunities for Probation Officer(s) and Case Manager(s). Provides training and coordinates performance evaluations and goal planning for Staff. Participates in an on-call rotation. Investigates employee and/or resident grievances, injuries, escapes, lost articles, and destruction of property. Completes incident reports, provides recommendations and/or takes appropriate action. Reviews incident reports, shift reports, chronological notes, medication distribution, and treatment documentation to ensure procedural compliance. Initiates investigation and corrective action when needed. Prepares on-going weekly, monthly, quarterly and annual reports of residents, in multiple case management systems such as JCS and RTIS. Prepares and maintains routine reports, treatment records, behavior logs, court reports, and correspondence with parents, other administrators, supervisors, and other agencies. Responds to telephone calls from parents and public agencies in regard to treatment-related matters.

WORKING CONDITIONS

Good office working conditions. Open setting juvenile treatment facility with some exposure to unruly behavior. Possible exposure to risk of injury from physical assault. Possible exposure to blood, urine, and other bodily fluids.

REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND COMPETENCIES Knowledge of: residential facility rules, regulations and policy; laws related to juvenile residential operations; management/supervisory principles; trauma-informed practices; psychology and human relations; societal & familial issues; social work; counseling; basic human resource management. Ability to: apply management principles to practical work situations; maintain good public relations as Court representative; establish and maintain effective work relationships with associates and job contacts; maintain confidentiality of confidential and sensitive information; handle sensitive situations; implement treatment plans. Skill in: communication (verbally and in writing); operation of computers; application of department software programs; organizational planning and administration; making management decisions; monitoring and controlling the functioning of the physical facility; facilitating groups; compiling statistics and generating reports.

QUALIFICATIONS

Bachelor’s Degree in Criminal Justice, Social Work, Social/Behavioral Science or related field, with 4 years supervisory experience in a juvenile justice system. Ability to document identity and employment eligibility within three (3) days of original appointment as a condition of employment in compliance with Immigration Reform and Control Act requirements.

LICENSURE OR CERTIFICATION REQUIREMENTS

State Motor Vehicle Operator’s License. Ability to obtain certification in Trauma-Informed Crisis Prevention and Intervention and CPR/First Aid.
