Refining Economics & Planning Manager

We are looking for a Refining Planning and Economics Manager to lead production planning, scheduling, and economic optimization efforts at our St. Paul Park, Minnesota refinery. Key Responsibilities Help manage the commercial aspects of regional refinery operations, including feedstock selection, product and intermediate placement, supply chain optimization, and market analysis. Direct the local refinery planning team in optimizing the refinery’s feed and product slate and operations to maximize profitability. Develop and implement the short‑term production plan. Support and advise engineers and schedulers on modifying operating plans in response to capacity limitations, product quality, constraints, and equipment failures. Include regional planning teams in communicating operating limitations. Provide group personnel with the necessary tools and resources to accomplish department goals, engaging other MPC divisions to resolve complex issues. Work closely with VCO leadership and stakeholders to minimize customer supply disruptions and maximize profitability. Drive value addition for the refinery and evaluate the best value case for the entire region. Communicate expectations to personnel, evaluate performance versus expectations, and appraise personnel in a timely manner. Prepare status and progress reports for management and communicate accomplishments and concerns. Coach and mentor team members to develop communication and interpersonal skills, fostering strong relationships with customers, contractors, and associates. Develop and manage a training plan using work assignments and training opportunities to continuously improve technical skills. Participate in necessary refinery safety training and programs. Manage department staffing, including recruitment, interviewing, and selection of candidates. Serve as the focal point of communication between the Refinery Leadership Team and the VCO Organization. Communicate economic drivers and strategic planning objectives with other local refinery departments. Collaborate with the Regional Planning team to provide insight to TAR planning and project economics, as necessary. Education and Experience Bachelor’s degree in Engineering or a related discipline (required). Five (5) years of refining experience in Technical Services, Commercial and/or Economics & Planning (required).
