Billing Specialist (HQ Rockville, MD)

Job Description STi is looking for a contract specialist to join our team in our Rockville, Maryland office. This person will work closely with our Contract Manager in carrying out the duties described below. The ideal candidate has a Bachelor’s degree in Contract Management with a minor or significant coursework in Accounting and 2–5 years of experience. Responsibilities Creates subcontract agreements and modifications in response to requests from Project Managers. Reviews subcontractor invoices to ensure compliance with contract requirements and limits. Tracks subcontract costs against ceilings, works with Project Managers to identify and correct issues in a timely fashion. Enters new contracts, task orders, and jobs into the accounting/ERP system – WAWF, Wide Area Workflow. Provides proposal support, including creation of cost/price models. Tracks compliance for contract reporting requirements, may include filing of reports. Assists in the production of contract progress reports. Other duties as assigned by the Contracts Manager. Processes bi‑weekly payroll for hourly and salaried employees. Prepares travel invoices and processes travel vouchers. Works with Wide Area Workflow (WAWF) for travel and vendor payments. Processes and mails weekly vendor payments. Manages employee files, including I‑9 records. Oversees various Excel spreadsheet updates and prioritizes work within deadlines. Performs various filing tasks. Qualifications Bachelor’s degree in Contract Management, with minor or significant coursework in Accounting. 2–5 years of experience in contract or related roles. Advanced knowledge of Microsoft Excel. Knowledge of accounting principles. Excellent written and verbal communication skills. Ability to handle information confidentially. Familiarity with accounting software. Proficiency in Microsoft Word and Outlook. Experience in data entry. Strong analytical skills. Ability to prioritize multiple tasks. Knowledge of Government FARs, JTR, and various DCAA requirements. Comfortable in fast‑paced environments. Strong team player with flexibility to cross‑train as necessary. Ability to work independently with minimal supervision.
