HUMAN RESOURCES DIRECTOR
SALARY: $100,000 - $120,000 Annually REPORTS TO: City Manager FLSA Status: Exempt POSITION SUMMARY Under the general direction of the City Manager, plans, organizes, directs, and administers the City’s comprehensive human resources program. Serves as the City’s principal advisor on personnel administration, employee and labor relations, recruitment and selection, classification and compensation, benefits and retirement plans, leave and accommodation administration, workers’ compensation, workplace investigations, employee development, safety and risk-related programs, and employment-law compliance. Provides strategic and operational guidance to the City Manager, department heads, supervisors, and employees; supervises assigned staff and consultants; and exercises a high degree of independent judgment, confidentiality, impartiality, and professionalism. ESSENTIAL JOB DUTIES AND RESPONSIBILITIES The following duties are representative of the work performed and are not intended to be an all-inclusive list. Direct and oversee all phases of the City's recruitment and selection process, including recruitment planning, advertising, applicant screening, examinations, interviews, reference checks, and selection activities, ensuring compliance with EEOC regulations, applicable employment laws, Personnel System Rules, and City policies. Oversee and ensure the timely completion of pre-employment medical, psychological, background, and other required examinations for prospective employees Organize and administer new employee onboarding and orientation programs. Assist departments with employee performance evaluations, corrective action, disciplinary processes, workplace investigations while ensuring compliance with Personnel System Rules, City policies, and applicable federal and state employment laws. Assign, review, and monitor the work of assigned staff to ensure accuracy, efficiency, quality, and timely completion of work. Attend departmental meetings to discuss staffing needs, organizational initiatives, operational issues, and human resources matters. Develop, implement, revise, and distribute human resources policies, procedures, and administrative guidelines. Build and maintain positive working relationships with employees, management, outside agencies, and the public through effective customer service and communication. Respond professionally and promptly to employee inquiries received by phone, email, and in person regarding employment, benefits, leave, policies, and other human resources matters. Maintain complete, accurate, and confidential employee personnel records in compliance with federal, state, and local regulations. Prepare, maintain, and process a variety of personnel forms, reports, records, statistical data, and confidential documentation. Administer employee benefit programs, including annual Open Enrollment, benefit eligibility, enrollment changes, and employee communications. Manage employee medical leaves, family leaves, reasonable accommodations, and related programs in compliance with federal and state regulations and City policies. Provide employees with information and guidance regarding employee benefits, retirement, leave programs, salary administration, and City policies. Respond to Employment Development Department (EDD) notices regarding unemployment insurance, State Disability Insurance (SDI), Paid Family Leave (PFL), and related claims. Assist with the administration of the City's Workers' Compensation program, including maintaining injury records, coordinating claims, and ensuring compliance with reporting requirements. Prepare, maintain, file, and post required OSHA reports and documentation. Conduct periodic workplace safety inspections and audits to ensure compliance with applicable safety regulations. Assist with administration of the Department of Transportation (DOT) Drug and Alcohol Testing Program. Serve in a cross-functional leadership capacity by providing management support, oversight, and consultation to other City departments and operations as assigned by the City Manager. Conduct classification and compensation studies, salary surveys, and market analyses. Respond to compensation surveys and employment-related data requests. Review, develop, and update job descriptions as necessary. Coordinate employee recognition, wellness, engagement, and development activities. Oversee the Employee Event Committee and related employee events and programs. Develop, implement, and apply sound human resources programs, policies, procedures, and best practices consistent with federal, state, and local laws. Advise the City Manager and department heads on complex and sensitive personnel matters and prepare related recommendations, reports, or presentations as assigned. Coordinate the City's labor-relations responsibilities, including communications with recognized employee organizations, meet-and-confer processes, labor proposals, memoranda of understanding, grievances, and implementation of negotiated terms. Provide human resources support for sworn and nonsworn public-safety personnel, including specialized recruitment and background processes, employee relations, investigations, discipline, leave, workers' compensation, labor relations, and retirement matters. Administer or oversee the City's employee retirement programs, including the 401(k) and 457 plans and, if applicable, CalPERS enrollment, eligibility, reporting, compliance, audits, and disability-retirement processes. Manage or coordinate human resources contracts and service providers, including benefit brokers, third-party administrators, investigators, and consultants; assist with preparation and monitoring of the Human Resources budget. Perform other related duties as assigned. ABILITY TO Interpret and apply federal, state, and local employment laws and regulations. Maintain strict confidentiality while exercising sound judgment and discretion. Conduct sensitive workplace investigations and maintain impartiality. Analyze complex personnel issues and recommend appropriate solutions. Organize multiple assignments, establish priorities, and meet deadlines. Prepare clear, concise reports, correspondence, policies, and presentations. Communicate effectively, both orally and in writing. Establish and maintain effective working relationships with employees, supervisors, labor representatives, public officials, and the public. Operate standard office equipment and human resources information systems. Exercise initiative, professionalism, and independent judgment. MINIMUM QUALIFICATIONS Knowledge of: Principles and practices of public sector human resources administration. Recruitment and selection processes. Employee relations and performance management. Workers' Compensation administration. Leave administration including FMLA, CFRA, PDL, ADA, and related laws. Employee benefit administration. Classification and compensation principles. OSHA regulations and workplace safety practices. Employment Development Department (EDD) processes. Federal and California labor and employment laws. Modern office practices, procedures, and computer applications. EDUCATION AND EXPERIENCE Bachelor's degree from an accredited college or university in Human Resources Management, Public Administration, Business Administration, Industrial Relations, Organizational Development, or a closely related field. Five (5) years of progressively responsible professional human resources experience involving recruitment, employee relations, benefits administration, leave management, classification and compensation, or a closely related human resources function. Prior human resources experience with a California municipality or other public agency is highly desirable, particularly experience supporting sworn public-safety personnel, working with labor unions or recognized employee organizations, participating in meet-and-confer or collective-bargaining processes, and administering or overseeing CalPERS pension responsibilities. An equivalent combination of education and experience that provides the required knowledge, skills, and abilities may be considered. LICENSES AND CERTIFICATIONS PHR, SPHR, SHRM-CP, SHRM-SCP, IPMA-HR, or comparable professional certification is desirable. Possession of a valid California Class C Driver License with a satisfactory driving record. Bilingual proficiency in English and Spanish is desirable. Preferred: Human resources experience with a California municipality or other public agency. Preferred: Experience providing human resources support to sworn and nonsworn public-safety personnel. Preferred: Experience working with labor unions or recognized employee organizations, including meet-and-confer proceedings, collective bargaining, grievances, or administration of memoranda of understanding.
