Substitute School Nurse

The primary role of the school nurse is to support student learning. Under the supervision of the Director of Student and School Safety and the Manager of Nursing Services, the school nurse functions as a health care provider and manager in the school setting and is responsible for the maintenance of a comprehensive health program that advocates for the health rights of children and promotes an optimal level of wellness for students and staff. Substitute school nurse is an on-call, as-needed position that acts as a substitute for our school nurse positions.

The school nurse performs duties in a manner consistent with the Standards of Practice for Registered or Licensed Practical Nurses, the Maryland Nurse Practice Act, and other state and local statutes or regulations applicable to school nursing practice, and adheres to Cecil County Public School Policies/Regulations.

1. Promotes and protects the optimal health status of children.

2. Provides illness and injury assessments and interventions.

3. Identifies, assesses, plans, intervenes, and evaluates student health concerns.

4. Performs health assessments and participates in Individualized Education Plan (IEP)/504 Plan development.

5. Performs nursing procedures such as gastrostomy feedings, tracheostomy care, catheterizations, etc.

6. Performs mandatory screenings in the areas of vision and hearing.

7. Provides health assessments, including screening for health factors impacting student education.

8. Provides health education and counseling to prevent teen pregnancy, sexually transmitted diseases, tobacco use, and alcohol/substance use.

9. Maintains, evaluates, and interprets cumulative health data to accommodate individual health needs of students.

10. Provides chronic disease management and education.

11. Participates as the health specialist on school teams.

12. Promotes and assists in the control of communicable diseases through immunization programs, early intervention, surveillance, reporting, and follow-up of contagious diseases.

13. Directly and indirectly provides health education, health resources, and curriculum recommendations.

14. Provides leadership and/or support for staff wellness programs.

15. Engages in research and evaluation of school health services in order to act as a change agent for school health programs and school nursing practices.

16. Assists in the formation of health policies, goals, and objectives for Cecil County Public Schools.

17. Coordinates school/community health activities and serves as a liaison between school, home, community, and health care providers.

18. Attends meetings as directed by the building principal, Director of Student and School Safety, and the Assistant in Nursing Services.

19. Enhances professional and personal growth by attending conferences, workshops, and in-service programs as approved by the principal and Assistant in Nursing Services.

20. Reacts to changes productively and performs other duties as assigned.

21. Maintains regular, on-time attendance.

Minimum requirements of the position include:

1. Successful completion of an approved nursing program with valid degree or diploma.

2. Hold and maintain a valid license from the Maryland State Board of Nursing as a Registered or Licensed Practical Nurse.

3. At least one year of public health or school nursing experience.

4. Hold and maintain current CPR certification by the American Heart Association (BLS for Health Care Providers) or the American Red Cross (CPR for Professional Rescuer).

5. Excellent oral and written communication skills; able to effectively communicate with students, school staff, and families/caregivers.

6. Proficient in the use of computer technology including Microsoft Office Suite software programs.

7. Works a minimum of one substitute school nurse assignment per month.

Salary for a substitute school nurse for the 2026-2027 school year is $28 per hour for short-term assignments (less than 15 continuous days) and $30 per hour for long-term assignments (15 or more continuous days). This position is eligible for applicable leave benefits as required by the Maryland Healthy Working Families Act and for participation in the 403b/457b retirement savings plan.
