Social Worker Program Coordinator (Residential Rehabilitation Treatment Program)

Summary This position is eligible for the Education Debt Reduction Program (EDRP) – a student loan payment reimbursement program. Applicants must meet specific individual eligibility requirements in accordance with VHA policy and submit their EDRP application within four months of appointment. Award amounts (up to $200,000) and eligibility periods (one to five years) are determined by the VHA Education Loan Repayment Services program office after a complete review of the EDRP application. Qualifications Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Citizenship – Be a citizen of the United States. English language proficiency – Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f). Education – Have a master’s degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school is fully accredited. Doctoral degree in social work may not be substituted for the master’s degree. Verification of the degree can be made by going to Licensure – Persons hired or reassigned to social worker positions in the GS-0185 series must be licensed or certified by a state to independently practice social work at the master’s degree level. Current state requirements may be found at May qualify based on the Grandfathering Provision as described in the VA Qualification Standard for this occupation. Grade determination – Social Worker Program Coordinator – GS-0185-13. One year of experience at the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment with progressively more professional competency. Certification or other post-master’s degree training from a nationally recognized professional organization or university that includes a defined curriculum, course of study, and internship – or equivalent supervised professional experience. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level and must be able to provide supervision for licensure. Demonstrated knowledge, skills, and abilities:

  • a) Skill in coordinating and implementing one or more specialty programs across the facility.
  • b) Skill in local policy and practice development – procedures and/or practice guidelines as prescribed by the program handbook or national directive.
  • c) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program areas.
  • d) Ability to collaborate with internal and external partners to further program goals and enhance patient-centered care.
  • e) Ability to provide the full range of supervisory duties, including assignment of work, performance evaluations, staff selection, training, and recommendations for awards, advancements, and disciplinary action.
  • f) Ability to oversee fiscal matters, including fund controls, contracts, equipment expenditures, forecasting resource needs, and administering the allocated budget.
  • g) Knowledge of organizational structure and its impact on program operations.
Physical requirements – Minor demands; generally sedentary work that may require occasional travel; involves sitting, standing, walking, bending, stooping, climbing stairs, and carrying light items. Use of a computer and standard office equipment to complete tasks. Emotional demands can be stressful working with veterans, patients, and their families/caregivers; a high level of self-awareness is essential. Responsibilities Total Rewards of an Allied Health Professional: The Mental Health Residential Rehabilitation Treatment Program (MH RRTP) at Tennessee Valley is a 34-bed domiciliary focused on SUD and PTSD. MH RRTP’s mission is to provide a comprehensive, evidence-based, patient-centered treatment program utilizing developmental, biological, psychological, and sociological approaches. The program strives to enable residents to achieve and maintain the highest level of independent community integration through residential services that improve functional status, sustain rehabilitation gains, promote recovery, and break the cycle of recidivism. The program manager leads an interdisciplinary team that includes social workers, vocational rehabilitation specialists, addiction therapists, psychologists, peer specialists, clinical pharmacy practitioners, psychiatric nurse practitioners, nurse practitioners, and nurses. Experience leading multidisciplinary teams in a fast-paced setting is preferred. Experience treating SUD and/or PTSD in inpatient or outpatient settings is required. Direct, administer, and manage all aspects of the program, including comprehensive planning, development and implementation of programs, policies, and procedures. Determine program needs and oversee the type, quality, and quantity of services provided. Set priorities and establish short- and long-range program goals, initiatives, and direction. Collaborate with discipline supervisors (psychiatry, psychology, social work, nursing) by providing input in hiring, performance reviews, incentives, and discipline. Provide clinical consultation to clinical staff in evidence-based therapeutic practices and clinical practice guidelines. Create a work environment that acknowledges and respects diverse interests, viewpoints, and disciplinary perspectives. Support, encourage, and direct all staff. Triage and assign referrals for services systematically and make treatment recommendations. Monitor service provision to ensure compliance with VA guidelines and standards. Implement ongoing program evaluation and outcome projects using data-driven quality assurance processes, including establishing and monitoring team performance standards. Oversee completion of evaluation reports. Establish and modify clinic scheduling profiles for all MH RRTP activities. Approve and certify timecards for the MH RRTP. Conduct regular monthly staff meetings and additional meetings as needed for urgent and emergent situations. Maintain therapeutic relationships and exercise professional judgment in treating veterans. Benefits Work schedule: 7:30 am – 4:00 pm, Monday – Friday. Recruitment incentive (sign-on bonus): Not authorized. Permanent change of station (relocation assistance): Not authorized. EDRP authorized: Former EDRP participants ineligible to apply for incentive. Pay: Competitive salary with regular increases. Paid time off: 37–50 days of annual paid time, including 13–26 days of annual leave, 13 days of sick leave, and 11 paid federal holidays. Credit toward annual leave accrual possible for selected applicants based on prior work experience or military service. Parental leave: After 12 months of employment, up to 12 weeks of paid parental leave for birth, adoption, or foster placement. Child-care subsidy: After 60 days of employment, full-time employees with a total family income below $144,000 may be eligible for a subsidy covering up to 25 % of eligible costs, capped at $416.66 per month. Retirement: Traditional federal pension (5-year vesting) and federal 401K with up to 5 % VA contribution. Insurance: Federal health, vision, dental, term life, and long-term care benefits; many programs carry into retirement. Telework: Ad‑hoc virtual; this position is not virtual.
