The Clinical Campus Administrator ensures that clinical operations comply with HHSC/DSHS requirements and are delivered in a trauma-informed, person-centered, and recovery-oriented manner. The Clinical Campus Administrator oversees staff scheduling, monitors service delivery, ensures documentation accuracy and timeliness, coordinates group facilitation, and maintains adherence to internal policies and external regulatory standards. The position may also provide direct client services as needed to support program operations and continuity of care.
Serving as the operational lead for the Rise Inspire Academy (RIA) Program, they act as a liaison between clinical leadership and frontline staff, supporting communication, problem-solving, and consistent implementation of program expectations across service lines. The Clinical Campus Administrator is expected to actively model and uphold Rise Recovery’s core values while providing professional, courteous, and responsive service to all individuals served. In addition to assigned responsibilities, all staff are expected to contribute to shared departmental goals, assist during periods of high operational need, and collaborate across programs and functions to support the mission of Rise Recovery.
Essential Job Functions
- Manage the day-to-day operations of assigned Rise Recovery programs, which may include Rise Inspire Academy (RIA), Community ISD (CISD) school-based services, Intensive Outpatient Program (IOP), Screening and Intake, and other clinical or recovery support programs as assigned.
- Oversee program schedules, intakes, discharges, referrals, utilization management, and session coverage to ensure continuity of care, appropriate service intensity, and alignment with program capacity.
- Coordinate counselor assignments, peer support involvement, and group facilitation schedules across programs to ensure consistent, high-quality service delivery.
- Oversee utilization management processes as applicable, including monitoring attendance, length of stay, level-of-care appropriateness, authorizations, and discharge planning.
- Oversee operations for Screening and Intake services, including intake scheduling, screenings, eligibility determinations, assessments, and admissions coordination.
- Monitor service delivery across in-person, school-based, community-based, and telehealth platforms, addressing staffing, scheduling, or operational barriers in real time.
- Support staff in managing caseloads, workflow efficiency, and transitions between levels of care, including referrals to inpatient, outpatient, MAT, school-based, or community services.
- Redirect participant behavior as needed in accordance with program expectations, safety protocols, trauma-informed practices, and organizational policies.
- Participate in interdisciplinary treatment team (IDT) meetings, case staffing, and clinical consultations to support coordinated care and shared decision-making.
- Collaborate with administrative, billing, and clinical leadership teams to ensure program readiness, capacity management, and responsiveness to referral volume and community needs.
- Support and participate in outreach presentations, community engagement activities, and program-related events to promote services and strengthen referral relationships.
- Monitor documentation for intake assessments, treatment plans, progress notes, and discharge summaries.
- Conduct regular chart reviews to ensure Medicaid, HHSC, DSHS, and internal standards are met.
- Train and support staff in proper documentation practices and provide feedback to correct deficiencies.
- Partner with the Director of Clinical Services on internal audit preparation and corrective action plans.
- Maintain familiarity with all applicable regulations, Medicaid billing requirements, and HIPAA guidelines.
- Track attendance, engagement, and retention metrics for all clients.
- Work with staff to address barriers to attendance and develop re-engagement strategies.
- Ensure outcome measures are tracked consistently used to guide service adjustments.
- Coordinate care planning and discharge processes to support smooth transitions and successful recovery outcomes.
- Collaborate with the QA or data teams to analyze trends and improve overall service effectiveness.
Required
- Current licensure in Texas as an LMSW, LCSW, LPC, or LMFT.
- Minimum 5 years of experience in direct service within SUD treatment
- Minimum 2 years of program coordination or supervisory experience
- Strong knowledge of HHSC and DSHS standards for SUD treatment, Medicaid billing, and electronic health record systems
- Excellent time management, organizational, and communication skills
Preferred
- Bilingual in English and Spanish
- Experience with trauma-informed care and adolescent-specific programming
- Familiarity with Joint Commission accreditation standards
- Current licensure in Texas as an LCDC.
Physical Requirements
- Must be able to meet the physical requirements, including lifting up to 12 lbs. and supporting up to 55 lbs.; bending, stooping, and getting on and off the floor without assistance.
- On-site role supporting the coordination and oversight of IOP services.
- Up to 5–10% travel may be required for professional development, licensure trainings, or conferences.
- May require flexible hours, including some evening oversight of IOP groups or staff coordination.
- Must be able to work in both clinical and administrative environments with exposure to clients in early recovery.
- Must have access to reliable transportation and be comfortable with telehealth monitoring tools when applicable.
- Ability to participate in outdoor activities with participants.
- Able to operate standard office technology, equipment, and utilize office supplies.
Working Conditions
- Primarily works in an administrative office environment within a licensed Chemical Dependency Treatment Facility (CDTF) and school campus setting with classroom, common areas, and outdoor supervision responsibilities. Regularly scheduled hours may vary during periods of workload fluctuation.
- Full-time non-exempt employees shall be assigned to work 40 hours per week, while part-time employees shall be assigned to work 29 hours or less per week to ensure compliance with FLSA, ADA, and ACA regulations.
- Occasional night, weekend, and holiday hours may be necessary to support additional recovery programming and/or Rise Recovery events.
