Fund Financial Analyst Trainee Job Overview Contractual position with limited State of Maryland benefits. The Maryland Department of Housing & Community Development seeks a strong manager with an accounting background and analytical skills to serve as a Fund Accountant within the Division of Finance and Administration. The role includes managing staff, reviewing monthly reconciliations, ensuring deadlines are met, and supporting funding operations for affordable housing and community development projects. Position Duties Manage sub‑ledger and detailed accounting for grants and loans financed with state, federal, special and reimbursable funds. Reconcile general, special, reimbursable and federal funds across multiple units. Coordinate with program and governmental agencies, prepare reconciliations, review MOUs, BB4s, PO and related legal documents. Prepare financial reporting and analysis, including monthly reconciliations and status reports. Maintain accurate and timely draws and disbursements of assets, ensuring compliance with State and Federal regulations and accounting principles. Minimum Qualifications Education: A Bachelor’s degree in Finance, Business Administration, Economics, Accounting or a related field from an accredited college or university. Experience: None. Notes: A Certified Public Accountant (CPA) certification or documented eligibility to sit for the CPA Examination may be substituted for the educational requirement. Applicants may substitute one year of professional financial analysis experience for the required education. Applicants may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes for the required education. Desired or Preferred Qualifications Experience with accounts payable processing. Experience with accounting information systems. Licenses, Registrations & Certifications Employees in this classification may be required to operate a motor vehicle. A valid motor vehicle operator’s license in Maryland is required. Benefits Contractual employees working 30 or more hours a week may be eligible for subsidized health benefits coverage for themselves and their dependents. The State will cover 75% of premiums; employees pay 25%. Medical and prescription covering, dental coverage, accidental death and dismemberment insurance are also available, but employees are responsible for the full premium for those benefits. Leave may be granted to employees with 120 days of service in a 12‑month period. Leave accrues at a rate of one hour for every 30 hours worked, up to a maximum of 40 hours per calendar year.
