Then, we want to hear from you! We are seeking a Fiscal Analyst 3 to join our Office of Developmental Disabilities Services (ODDS) Operations / Core Manager Team. Summary of Duties The Office of Developmental Disabilities Services (ODDS) is responsible for the development and administration of programs that support children and adults with intellectual or developmental disabilities (I/DD) to remain in their own home or community. The program's major responsibilities include establishing policies and programs which provide services for individuals with I/DD and ensuring their health and welfare. ODDS defines, develops and oversees all aspects of the administration of services and supports; proposes legislation and sets standards of practice and expectations by development of Oregon Administrative Rules, policies, and procedures. The program staff works with individuals, families, services providers, support service brokerages, community developmental disabilities programs, medical providers and others to ensure every Oregonian experiencing I/DD is safe and supported in their home and community while centering individual choice, independence, and integration. The ODDS Business Operations pillar works with ODDS staff, individuals in service or their guardian, community care providers, case management entities (CMEs) which include brokerages and county community developmental disabilities programs (CDDPs), medical providers, IT partners and OIS to ensure the day-to-day operational activities of the program run smoothly. As a Fiscal Analyst 3, you will report to the Chief Operations Officer and/or Deputy Administrator of Operations and is responsible for comprehensive project and information management related to ODDS service delivery and rate models. This includes: Manage and support rate models used to establish payment rates for agency providers delivering residential, employment, in-home, and other services, which account for more than 90% of the ODDS budget through direct service payments. Provide expertise in budgeting and financial management by supporting budget development, forecasting, expenditure monitoring, fiscal policy development, financial planning, and reporting. Lead key policy and operational activities related to ODDS rate models, including implementing new rate models, managing exception processes, and ensuring consistent application of established criteria across service types. Collaborate with external partners and stakeholders to support ongoing development, refinement, and improvement of rate models, incorporating feedback and best practices. Develop and provide training and technical assistance to staff on ODDS rate models, policies, procedures, and implementation practices. Minimum Qualifications Six years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system. Experience must have included modeling and forecasting fiscal information. Education in Business, Public or Non-Profit Management, Finance, Accounting, or a related degree (such as Public Policy, Political Science, Public Administration or other analytical or technical degree) may substitute for experience based on the following: Bachelor's degree in any of the listed areas substitutes for three (3) years of experience. Master's degree in any of the listed areas substitutes for four (4) years of experience. Essential Attributes We are looking for candidates with: Demonstrated experience applying comprehensive principles and practices of fiscal management, ensuring compliance with applicable regulations, financial controls, and reporting requirements. Experience developing and utilizing reports and personal computer applications to forecast, monitor, and report expenditures, revenues, and other financial information to program and executive-level managers. Demonstrated experience applying interpersonal and communication skills, including the ability to communicate technical information to diverse audiences, build effective relationships, and engage in collaborative problem-solving. Experience organizing work efficiently, managing competing priorities, and meeting numerous firm deadlines despite frequent interruptions in a dynamic work environment. Experience using Microsoft Word, Excel, Power BI, and data query software to analyze, manage, and report information. Experience conducting work with cultural humility, responsiveness, and a commitment to inclusive and respectful service delivery. Preferred attributes These attributes are not required to be competitive: Experience with the government budget process. Experience using financial forecasting techniques. These questions are necessary to complete the application process. Working Conditions Your typical work schedule will be Monday – Friday, 8:00 a.m. – 5:00 p.m. Pacific Standard Time (PST). Your work will have a Hybrid work format that includes, remote work, and some work to be conducted in the office. You may need to work irregular work hours at times of contract development and budget implementation and rebalancing and legislative session. The ability to report to Salem is required when business or operational needs are dependent on onsite activities. You will travel frequently locally and across the state. You may travel overnight to complete projects. You will use a computer and an electronic calendar.
