Job Description and Duties Under the direction of the Project and Program Supervisor, the analyst will advise and assist high-level decision‑makers such as Commissioners, Judges, and Energy Division management. The analyst may act as a team leader and project coordinator on cost‑of‑service and financing projects, including avoidance of duplicative cost recovery for wildfire mitigation expenses and issuing financing orders to ensure wildfire‑related costs do not place undue burdens on ratepayers. The analyst will make recommendations based on independent analysis of regulatory, policy, and technical issues; develop analysis for CPUC policy‑setting rulemakings; review and provide feedback on proposed legislative bills; and oversee implementation of programs that result from CPUC and legislative processes. Additional duties include writing and presenting reports, coordinating with California organizations and agencies (e.g., California Energy Commission, California Air Resources Board, California Independent System Operator), responding to outside inquiries, and occasional travel (≈5% of the time). Employment Information Effective July 1, 2025, CalHR launched the Personal Leave Program (PLP) 2025 with Pay Differential 386. The program temporarily reduces state employee pay in exchange for leave hours to address budget shortfalls. Salary ranges in this posting exclude the temporary reduction.
