Role Description

Benefit Programs Specialist IV represents the leadership level in the occupational group. Employees perform responsible lead work related to benefit programs.

  • Serve as lead worker and provide training and guidance to other Benefit Programs Specialists.
  • Support the supervisor by performing tasks such as:
    • Ensuring staff coverage
    • Workload balance
    • Training staff
    • Reviewing case files
    • Providing backup supervision of staff
  • Provide consultation on complex cases and work on complex case assignments involving sensitive and confidential information.
  • Work within established policies, procedures, and guidelines with a high degree of independence.
  • Conduct program training for staff and assist supervisor in various tasks.
  • Prepare case records and reports; work on the most complex and sensitive cases.
  • Interpret policies and procedures applicable to various benefit programs.
  • Assist staff and clients with eligibility determination issues.
  • Collect and compile statistics from caseloads.
  • Coordinate training programs and orientation for new employees and clients.
  • Respond to public inquiries concerning public assistance programs and eligibility requirements.
  • Ensure established deadlines are met and maintain records of activities.
  • Coordinate and interact with other community resources and partners to assist clients.

This position is for full-time telework for candidates with prior experience as a Benefit Program Specialist IV and relevant DSS (Department of Social Services) experience. This position is full-time remote work within the state of Virginia. Due to operational and payroll requirements, this remote position is open only to candidates who reside and work in the states of Virginia or West Virginia.

Qualifications

  • Comprehensive knowledge of applicable laws, codes, policies, and procedures related to public assistance and caseload management.
  • Knowledge of problem solving, motivational theories, and leadership skills.
  • Comprehensive skills in operating a personal computer and associated office software.
  • Demonstrated ability to manage complex cases and read and interpret public policies.
  • Advanced oral and written communication skills.
  • High School Diploma with additional work experience in a leadership role and benefit programs or equivalent combination of training and experience.

Preferred Qualifications

  • Extensive knowledge of Virginia’s Benefits programs, including SNAP, Medicaid, and other social services benefit assistance programs.
  • Direct knowledge and experience in management, direction, and supervision of others.
  • Bachelor’s degree in the human services field and experience in a lead or supervisory capacity.
  • Proficient in Virginia Social Services applications such as MMIS and VaCMS.
  • Veteran/Disabled Veteran status (if all minimums are met).

Special Requirements

  • Applicants may be subject to a Criminal History Background search, Central Registry search, DMV/driving record check.
  • The investigation may include fingerprint checks, local agency checks, employment verification, and references.
  • This position is covered under Code of Virginia §63.2-1601.1 or §63.2-1720 requiring the finalist candidate to submit to fingerprinting.
  • All offers of employment are contingent upon satisfactory results of the required checks and screenings.
  • Employee must be willing to work in the community emergency shelter in the event of a natural disaster or emergency.
