It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence. Description of Work The Division of Child and Family Well-Being is a division at the NC Department of Health and Human Services (NCDHHS) that focuses on supporting whole child and family health and well-being for North Carolinians with several sections including nutrition programs (WIC, SNAP and Child and Adult Care Food Program), health & prevention services for children and youth, children’s behavioral health programs, and early intervention programs. This position is housed within the Operations Unit in the Community Nutrition Services Section (CNSS) in the Division of Child and Family Well-Being (DCFW). The Community Nutrition Services Section promotes sound nutrition habits among women in their childbearing years, infants, children and youth. Section staff work with representatives of state, county and private providers/agencies to promote healthful dietary and physical activity behaviors and best practices. The CNSS administers the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), the WIC Farmers’ Market Nutrition Program (FMNP), the Breastfeeding Peer Counseling Program (BFPC), and the Child and Adult Care Food Program (CACFP). CNSS collaborates with programs within the Division of Child and Family Well-Being (e.g., Food and Nutrition Services) and other Divisions within the Department of Health and Human Services (DHHS) as well other public and private community agencies to coordinate nutrition policy, education and training efforts. This position serves as the Information Services Unit Supervisor and oversees a Customer Service Desk responsible for providing technical assistance related to WIC and CACFP Management Information System f(MIS) functionality to end users. The position is responsible for managing work that covers the scope of system life cycles, including re-procurement activities. Responsibilities include planning and producing deliverables for all phases of the standard development project life cycle including developing Requests for Proposals, evaluating proposals, and determining functional requirements through final implementation and production support. Additional responsibilities include status reporting, service level agreements, project monitoring for quality assurance, recommending and approving hardware specifications, determining specifications, and conducting assessment/performance monitoring to avoid preventable interruption of production. The NC WIC system, Crossroads, issues and accounts for all program benefits issued to participants through local agencies. The eWIC system allows benefits tissued to participants to be redeemed at our 1600 retailers. The CACFP system, NC CONNECTS, allows all participating institutions to enter claims for reimbursement for eligible meals served. This position is responsible for managing the business and technical aspects of these systems. Therefore, supervisory experience is needed Knowledge Skills and Abilities/Management Preferences Salary Range: $ 70,528 - $105,793 Recruitment Range: $70,528 - $103,606 Candidates now meet the minimum qualifications of a position if they have the minimum education and experience listed on the vacancy announcement. The following Management Preferences are not required, but applicants that possess these skills are preferred: - Intermediate knowledge in the area of application development, system testing, and system integration. - Intermediate knowledge of the business functions and system needs of unit to develop working specifications for software application solutions. - Demonstrated skills in the entire development process including specification, workflow analysis, workflow diagrams, data modeling, documentation, and quality assurance. - Thorough knowledge of assigned data and the use of its systems via developing thorough test plans/scenarios. - Experience managing timelines, financial resources, and the activities of others to achieve success and to monitor project progress and provide updates to managers.
