Budget Analyst

Air Conditioning Contractor

Summary

This position is part of the Associate Administrator for Management and Budget, Department of Energy. A successful candidate in this position will serve as Budget Analyst, providing timely, cost-effective, and efficient administrative and financial support for NNSA Headquarters staff. The team designs and administers the corporate planning, programming, budgeting, and evaluation (PPBE) system, including supporting cost estimations and analysis of alternatives.

As a Budget Analyst , you will:

  • Provide expert advisory services at budget meetings, explaining requirements for preparation, documentation, and submission of budget documents. Lead various oversight activities including monitoring HQ, Office of Management and Budget and Congressional actions to anticipate and advise management of changes and report to budget inquiries. Lead and perform formal reviews of Federal and internal controls budget evaluation, systems, processes, procedures, and activities such as budget validation reviews, and Federal budget performance.
  • Perform budget formulation and execution activities including responses to formal budget calls; reviews funding requests and program execution documents to ensure adequacy of budget resources in accordance with Federal Appropriations Law and contractual ceiling and statutory limitations; properly records and certifies funds availability in Departmental budget and financial management systems.
  • Develop, research, interpret and apply broad policy guidance, provide expert advice and formulate viable solutions and recommendations for senior program, project, and field office managers concerning the applicability, impact and application of the full range of budget activities, policies, and other applicable laws and regulations for decision making purposes.
  • Provide expert advisory services at budget meetings, explaining requirements for preparation, documentation, and submission of budget documents and for audits and program reviews.
  • Provide analysis and develops solutions for emergent issues throughout the fiscal year including the development and execution of reprogramming actions as necessary. Develop complex budget estimates, justification statements, apportionment requests, allotments and sub-allotments of funds and balance sheets reflecting organizational assets, liabilities, operating expenses, and working capital.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-03 or GS-14. Specialized experience for this position is defined as: Directing and orchestrating the complete Federal budget cycle (formulation, justification, and execution) for major program components to align resources with strategic priorities. Proven ability to lead the integration and clearance of high-profile budget deliverables across diverse, multi-functional program elements. Expert in formulating budgetary policies, interpreting complex financial legislation, and providing strategic advisory services to senior leadership. Adept at independently resolving systemic financial challenges through advanced analytical forecasting and the definitive interpretation of federal guidelines and OMB circulars.

Examples of Specialized Experience (but not limited to):

1. Directed the end-to-end federal budget cycle (formulation, justification, and execution) for large program portfolio.

2. Resolved systemic financial deficits by developing an analytical forecasting model that decreased end-of-year unobligated balances.

3. Led the formulation phase of the budget process to align division resources with agency strategic goals.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
